Measures to support domestic media approved

Tashkent, Uzbekistan (UzDaily.com) -- A Presidential Resolution “On measures to support the media and develop the field of journalism” was adopted. The document was published by UzA.

The document establishes that in the period from 1 July 2022 to 1 July 2025:

mass media pay income tax at a tax rate reduced by 50% in relation to the established tax rate, with the exception of mass media of an advertising nature;

products, not produced in Uzbekistan, imported according to the lists formed in accordance with the established procedure, printing equipment, modern photographic and radio-television devices, as well as paper are exempt from customs duties.

From 2023, the mandatory distribution of 110 copies of periodicals and 67 copies of book products is canceled and the procedure for the purchase of printed products by the relevant government agencies and organizations is being introduced, with the exception of the National Library of Uzbekistan named after Alisher Navoi. At the same time, funds are allocated from the State Budget for procurement by the relevant government agencies.

From 1 October 2022, an annual competition is announced for the 30 best projects for the production and broadcasting of television and radio products intended for children, each worth up to 300 sizes of basic estimated value. These expenses are covered at the expense of the State budget additionally allocated to the Agency for Information and Mass Communications.

To regularly encourage active journalists and develop a creative healthy competitive environment among them on a quarterly basis:

authors (members of creative teams) are awarded a cash prize in ascending order from the minimum to 50 sizes of basic estimated value for the 100 best materials published in the media;

a competition is announced for state grants and social state orders for the preparation and publication in the media of up to 100 best analytical materials of practical and relevant importance.

The Agency for Information and Mass Communications will launch a special electronic platform for the selection of the best materials by the general public and qualified independent experts.

Starting from 2023, the annual traditional International competition for the Oltin Kalam National Prize will be held in an open and transparent manner. The winners will be awarded:

for the main national prize - a car;

one-time cash prize:

for the 1st place - 200 sizes of basic estimated value;

for II place - 175 sizes of basic estimated value;

for III place - 150 sizes of basic estimated value;

for each of the 12 incentive nominations - 100 sizes of basic estimated value.

The costs associated with holding the competition for the National Award "Oltin Kalam" are covered by the funds of the Public Fund "Ilkhom".

A single electronic platform "Obuna" is being created, which provides the possibility of remote subscription and tracking the timely delivery of printed periodicals, books and other printing products to customers.

Until 1 January 2026, 10% of the cost of a subscription to socio-political, spiritual, educational, literary, artistic, legal, popular science periodicals and 20% of the cost of a subscription to periodicals intended for children, carried out by individuals through the Unified Electronic of the Obuna platform, is returned to the bank cards of subscribers within a month at the expense of the state budget.

For journalists and editorial staff working in the media as their main place of work, for at least one year:

50% of the costs of teaching foreign languages in training courses are compensated, but not more than 15 sizes of basic estimated value. At the same time, they must have a national or corresponding international certificate in foreign languages of level B2 and above and submit documents confirming the actual expenses associated with studying in a non-state educational organization;

expenses for passing the exam for obtaining a national or corresponding international certificate in foreign languages of level B2 and above are fully compensated.

In 2023-2024, 50 journalists and editorial staff are sent to foreign countries to improve their skills, undergo internships and participate in prestigious media events.

The buildings and structures of “Matbuot uyi”, located at the address: Tashkent, st. Matbuotchilar, 32, on the basis of the right of operational management. They may place editorial offices of printed periodicals without payment of rental payments (with the exception of payments for utilities and other services rendered).
