Uzbek leader acknowledged activities of the Ministry of Internal Affairs in the sphere of recruitment and placement of personnel, formation of their reserve, and the organization of the service by officers of the internal affairs bodies as unsatisfactory.
President Mirziyoyev entrusted the Ministry of Interior Affairs and its divisions to create effective system of management and interaction between available forces and means, ensuring their promptness in the early prevention of offenses, as well as timely recording and responding to reports of crimes.
It is also entrusted to implement an effective mentoring system, which ensures the continuity of work experience, effectiveness of the adaptation of young employees to the service, acceleration of the professional development process and development of their ability to perform the assigned operational and official tasks independently.
The resolution specified that people, who enrolled to the universities of the Ministry of Internal Affairs, will sign five-year contract to work in interior bodies from the day of the graduation.
The positions at top management of the internal affairs bodies are completed mainly by employees who graduated from the faculty (higher courses) of training of the leading personnel of the higher educational institutions of the Ministry of Internal Affairs.
The rotation of the leadership of the bodies of internal affairs is carried out to an equivalent position, as a rule, after the expiration of a three-year period of office. The maximum age of service is set for the employees of the rank and file sergeants, as well as for women (regardless of the special rank) - 50 years, the officers - 55 years, the general staff - 60 years.
From 1 January 2018, the officer, who violated their duty or were ineffective, can be fined at the size of not more than 50% of their salary.
At the same time, there is an annual allocation of funds from the Special Off-budget Fund of the Ministry of Internal Affairs to the social guarantees of employees who have achieved effective results in the service and who do not have disciplinary sanctions.
The Prosecutor General’s Office, together with the Chambers of the Oliy Majlis, was instructed, within two months, to submit proposals on strengthening criminal liability for the deliberate concealment of crimes from accounting.
