Legislative Chamber Adopts Law “On Social Work”

Tashkent, Uzbekistan (UzDaily.com) — At its latest plenary session, the Legislative Chamber of the Oliy Majlis considered the draft law “On Social Work.”

The bill sets out the basic principles of state policy in the field of social work, defines the specially authorized state body and its powers, and regulates the duties and responsibilities of social workers.

It provides for social protection of individuals and families in need of support or facing difficult life circumstances, the organization of social work, and the regulation of related relations in this sphere.

Special attention is given to guaranteed measures aimed at creating equal opportunities for such individuals and families so they can overcome challenges and actively participate in society.

The draft law also specifies criteria for identifying families or individuals requiring social protection, as well as their rights and obligations as recipients of social services. In addition, it clarifies the types and forms of social assistance.

During the 29 July plenary session, deputies raised questions about certain provisions, including norms related to maintaining a register of social service providers and recipients, and the powers of the Cabinet of Ministers in this area. Clarifications were requested on these points.

Following a detailed review of the deputies’ proposals, the responsible committee amended several provisions.

Taking into account Part Three of Article 19 of the Constitution of the Republic of Uzbekistan, which defines the “principles of social justice” as a set of legal norms, Article 7 of the draft law was removed. Editorial changes were made to Article 13 (formerly Article 12) to reflect the redistribution of the Cabinet of Ministers’ powers.

The article on restrictions in the activities of social workers was also revised, introducing a ban on employment for persons convicted of crimes against sexual freedom.

The adoption of this law is expected to ensure effective regulation of social work, the establishment of a system for delivering high-quality social services and assistance to those in need, and the strengthening of their rights and social protection.

After active discussion, the bill was adopted in its third reading and sent to the Senate for further review.
