Tashkent, Uzbekistan (UzDaily.com) — In its second reading, the Legislative Chamber of the Oliy Majlis reviewed the draft law “On Social Work.”

The document defines the key principles of state policy in the field of social work, the powers of the specially authorized state body, as well as the duties and responsibilities of social workers.

The draft law envisions providing social protection to individuals and families in need of support and facing difficult life circumstances, organizing social work, and regulating relations in this sphere. The state guarantees measures aimed at creating equal opportunities for overcoming hardships and ensuring full participation in social life.

It sets out the criteria for recognizing individuals or families as requiring social protection, establishes the rights and obligations of social service beneficiaries, and specifies the types and forms of assistance to be provided. Social services are divided into primary, specialized, and highly specialized, and may be delivered at home, in the mahalla, in social institutions, or online. The grounds for granting and terminating such services, based on contractual agreements, are also defined.

Special emphasis is placed on the participation of non-governmental non-profit organizations and private enterprises in the social support system.

Following the discussion, deputies underscored the importance and relevance of the draft law and proposed further refinement of certain provisions to improve its effectiveness.
