Kudratilla Tulyaganov Appointed Hokim of Tashkent’s Almazar District

Tashkent, Uzbekistan (UzDaily.com) — Kudratilla Tulyaganov has been appointed as the hokim of Almazar District in Tashkent. Previously, he served as Chairman of the Board of Asaka Bank JSC.

Tulyaganov was born in 1982. He graduated from the Tashkent Financial Institute in 2008 with a degree in Investment Management in the Banking Sector and earned a master’s degree from the Banking and Finance Academy in 2016.

He began his professional career in banking in 2000. In February 2023, Tulyaganov became Chairman of the Board of Asaka Bank, having previously held the position of Deputy Chairman at the National Bank of Uzbekistan.

He succeeds Azizkhon Umarkhanov as hokim of Almazar District. In late January 2026, President Shavkat Mirziyoyev appointed Umarkhanov as Head of the Department of Execution of Punishments under the Ministry of Internal Affairs of Uzbekistan.
