Issues of introduction of the methodology for assessing the investment climate in regions discussed.
Representatives of a number of ministries and khokimiyats of some regions of the republic, scientific research institutes, experts of international audit companies took part in the discussion.
The process of making an investment decision is particularly difficult, as a potential investor needs to evaluate a set of indicators and criteria, take into account current and forecast trends and factors: territorial aspects, development of regions, infrastructure equipment, road transport system, available natural resources, living standards and labor the classification of the population, the development of the legislative framework for foreign and national entrepreneurs, the level of security in the region and many others.
In the world practice, to solve these problems, investors in combination with other indicators use the results of an expert assessment of the investment climate and investment attractiveness of the regions, reflected in national and international rankings.
Within the framework of the meeting of the Consultative Council, the issues of introduction of the rating and methodology for assessing the investment climate in the regional context in Uzbekistan, the scheme for collecting statistical information and the mechanism for conducting interviews were considered.
Specialists of the State Committee of the Republic of Uzbekistan for Investments submitted for discussion of the developed draft methodology of the rating assessment of the investment climate of the regions of the Republic of Uzbekistan.
Oleg Ryzhychenko, an expert of the Chamber of Commerce and Industry, shared his experience in organizing interviews to assess the business environment. It was noted that at the initiative of the Chamber of Commerce and Industry there are regularly held 2 types of polls among entrepreneurs: in the regions and in the regional branches of the Chamber of Commerce and Industry. The questionnaires help to obtain objective data on the regions about the business climate and to identify the problems faced by entrepreneurs. In the future, experts of the Chamber of Commerce and Industry are working on their decisions.
"The system for assessing the investment climate in the regions of the Republic of Uzbekistan should become an instrument for the Western investors to take investment decision," Nodir Abdullayev, head of the State Committee for Investments, said.
At the end of the meeting, participants reached an agreement that specialists will share proposals for further improvement and development of the investment climate rating of the regions.
