Issues of entrepreneurship development considered in Navoi region

Tashkent, Uzbekistan (UzDaily.com) -- On 5 September 2019, an extraordinary session of the Navoi Regional Council of People’s Deputies was held.

The meeting, held in the form of videoconferencing, was attended by members of the Senate of the Oliy Majlis of the Republic of Uzbekistan, deputies of the regional Kengash, representatives of state authorities and non-governmental organizations, business entities and media workers.

The session was attended by the Chairman of the Senate of the Oliy Majlis of the Republic of Uzbekistan Tanzila Narbaeva.

In accordance with the agenda, the results of the study by the parliamentary working group of the state of the work carried out in the field of entrepreneurship development, as well as topical issues of the further development of small business and private entrepreneurship were discussed.

It was noted that the Navoi region, being one of the largest industrial centers of Uzbekistan, occupies a special place in the development of the republic, and by the size of the territory it is the largest region of the country. Also on a national scale, the region stands out for its macroeconomic indicators. Thus, in terms of the volume of gross territorial production per capita and in the volume of industrial products and agricultural products, attracted investments, the region takes the first place, and in the volume of services rendered and retail trade turnover - the second place. In this direction, the region serves as the locomotive of the republic. This is due to the fact that large-scale work has been launched in the region to develop small businesses and private entrepreneurship.

So, as of 1 September, the activity of 4312 small business entities was organized in the region. Currently, it is in them that the main part of the employed population, that is 47 thousand 189 people, is working. In just 6 months of this year, small businesses created more than 9 thousand 850 jobs.

However, as was noted during the session, in the region there are a number of problems in the field of enterprise development. In particular, 2189 registered business entities do not function. A total of 253 industrial enterprises out of 2514 do not work at design capacity, production is completely stopped in 33 enterprises. Most enterprises with a low level of use of existing capacity use energy-intensive, obsolete technologies. As noted at the session, if entrepreneurs do not start using energy-saving technologies, the survival rate of enterprises will decrease year after year. Also, interruptions in the supply of electricity and gas, a shortage of raw materials, lack of working capital and the presence of barriers in the sale of manufactured products become the reason for the functioning of enterprises not at full capacity.

Speaking about solving problems in the development of entrepreneurship, the session noted that the development of cooperative ties between enterprises and small businesses of Navoi region serves as an impetus in promoting the activities of entrepreneurs. Ways of using opportunities in this area are considered.

During the session, attention was paid to ensuring the implementation of the State program “Youth is our future”. So, in order to develop youth entrepreneurship and implement youth initiatives, the program, which is envisaged for implementation in 2019, was implemented by 48.9%, which was criticized.

Speakers at the session focused on the need to identify specific measures to eliminate identified shortcomings and monitor their implementation in collaboration with ministries and departments with the involvement of regional organizations. In particular, it was noted that it is necessary to take measures with the involvement of responsible structures to form a list of business entities that have suspended their activities, to restore their activities in the future, or to liquidate them in the manner prescribed by law.

On the issues discussed at the session, a decision was made by the Navoi Regional Kengash of People’s Deputies.
