International Forum “Green and Comfortable Housing” Held in Tashkent on Energy Efficiency

Tashkent, Uzbekistan (UzDaily.com) — On 27 November 2025, Tashkent hosted the international forum “Green and Comfortable Housing,” with the participation of the Ministry of Economy and Finance, the Uzbekistan Mortgage Refinancing Company, the Central Bank, and the Asian Development Bank.

The event focused on modernizing the housing market, implementing energy-efficient construction standards, and developing contemporary mechanisms for mortgage financing.

At the opening, welcoming remarks were delivered by Deputy Minister of Economy and Finance Umid Abidhadjaev, Asian Development Bank Representative Lao-Araya Kanokpan, European Bank for Reconstruction and Development (EBRD) Representative Andy Aranitasi, and Chief Executive Officer of the Uzbekistan Mortgage Refinancing Company Muradjon Farmanov.

During the first session, Umid Abidhadjaev highlighted recent housing policy reforms, initiatives to expand energy-efficient construction, and strategic goals, including doubling the housing stock by 2040 and increasing the mortgage portfolio to US$56.7 billion. He also noted the strengthening of the institutional framework and the development of international cooperation.

Lao-Araya Kanokpan emphasized that ADB investments have improved living conditions for over one million people, extended mortgage terms from 5–7 to 15–20 years, and contributed to job creation and the development of the financial sector. “Housing is more than a place to live. It reduces inequality, expands opportunities for women, and creates sustainable and inclusive communities,” he stated.

Several international agreements were signed during the forum:

A US$40 million credit agreement between the EBRD and the Uzbekistan Mortgage Refinancing Company to develop the mortgage market;

A financial agreement with the French Development Agency to expand long-term mortgage financing mechanisms;

A memorandum of understanding with the Global Green Growth Institute to develop a green finance system;

A memorandum of intent with the UN Development Programme to improve the national emissions trading system.

Plenary and panel sessions covered global housing market trends, the effectiveness of energy-efficient construction, mechanisms for attracting foreign investment, and international mortgage industry experience.

Experts from the Central Bank, ADB, and the International Finance Corporation provided practical recommendations to ensure the sustainability of the mortgage market.

Additionally, the forum included an awards ceremony recognizing commercial banks that made significant contributions to the development of the mortgage sector. Banks received awards in the categories of “Most Active,” “Most Creative,” and “Most Responsible Partner.”

The international forum “Green and Comfortable Housing” served as an important platform to enhance market transparency, create quality and energy-efficient housing, and accelerate Uzbekistan’s green economic transformation.
