Interim results of implementation of concept of administrative reform discussed in Tashkent
On 30 May, an international conference “Modernization of the Administrative and Public Administration System of the Republic of Uzbekistan at the Present Stage: International Practice and Experience of Uzbekistan” was held in Tashkent.
The main goal of the conference was to summarize intermediate results of implementation of the concept of administrative reform and study foreign experience in this field, as well as raise awareness of the national and international public about the current state and priorities of administrative reform in Uzbekistan.
It was attended by representatives of the parliament and state bodies of Uzbekistan, international experts, including experts from Russia, Georgia, Britain, Azerbaijan, Moldova, Greece and other countries.
The conference was held in plenary session format and consisted of four sessions.
In the first session "Improving accessibility and quality of public services," participants reviewed the implementation of measures to improve the delivery of public services to the population and the business community.
In particular, it was underlined that the State Service Centers are being established in Uzbekistan, which should simplify the mechanism of rendering public services on the principle "Documents are moving, not citizens".
Representatives of Georgia and Azerbaijan shared their countries’ experience in organizing the provision of public services to individuals and legal entities.
The second session was devoted to the formation of an effective system of professional civil service. Within the framework of this session, the concept of the Law "On Civil Service" was presented.
International experts talked about the importance of the proper organization of recruitment, a system of remuneration and encouragement of civil servants, as well as their promotion on the career ladder.
The next session was devoted to the optimization and modernization of the public administration system. Within the framework of this session, the Strategy for the Further Development of the e-Government System for 2018-2021 was presented. The strategy envisages the creation of innovative projects: "Smart Government of Uzbekistan". In particular, projects will be realized to introduce the most demanded electronic public services.
In the last session, the issues of developing the system of interaction between the institutions of power and citizens in public and public administration were discussed.
The participants got acquainted with the possibilities of the new system of collective electronic appeal through the online resource "Mening Fikrim".
UNDP experts Danu Marin and Ainura Bekkoenova spoke about the importance of interaction between the state bodies and citizens, as well as modern forms of citizens’ participation in public governance and the solution of existing problems.
In his speech, Danu Marin elaborated on the process of reengineering public services and assessing the quality of services, as well as using Big Data and blockchain in the provision of public services.
Based on the results of the conference, recommendations will be developed to deepen reforms in the field of administrative and public administration in Uzbekistan.
The conference was organized by the Senate of Oliy Majlis of the Republic of Uzbekistan, the Ministry of Justice, the Ministry of Information Technologies and Communications, the Prosecutor General’s Office, the Development Strategy Center, the British Embassy in Uzbekistan, the United Nations Development Program (UNDP) and the Konrad Adenauer Foundation.
