Tashkent, Uzbekistan (UzDaily.com) -- The Presidential Decree "On measures to further strengthen guarantees for the protection of individual rights and freedoms in judicial and investigative activities" was adopted.

In accordance with the decree, in order to further improve the activity of solving crimes, it is determined:

receipt of statements, explanations or testimony from a suspect, accused or defendant is carried out on the basis of the written permission of an inquiry officer, investigator, prosecutor or judge in whose proceedings the given criminal case is located, and only with the participation of a defense lawyer (except in cases of refusal from a defense lawyer in the prescribed manner);

the calculation of the period of detention of a person suspected of committing a crime is carried out from the moment of his actual arrest;

the mandatory provision of a private meeting with a lawyer is established for a person from the moment of his actual arrest or the actual completion of an operational measure related to his detention at the crime scene, or from the moment the person is declared a decision to recognize him as a suspect until the procedural actions related to him are carried out;

the institution of an agreement on plea recognition is being introduced;

obligatory participation of a defense attorney is established in the consideration of cases in relation to persons suspected or accused of committing an especially grave crime,

as well as persons in respect of whom the issue of applying a preventive measure in the form of detention or house arrest is being considered.
