Tashkent, Uzbekistan (UzDaily.com) - During the fifth plenary session of the Senate, information was received from the Minister of Justice on the work done in the Republic of Uzbekistan in 2019 in the field of legal propaganda and education.

It was noted that over the past year, the Ministry organized about 530 thousand campaigning events and gave legal advice to citizens, identifying problems by way of a bypass.

Within the framework of the Concept of enhancing legal culture in society, approved by the Decree of the President of the Republic of Uzbekistan “On the radical improvement of the system of enhancing legal awareness and legal culture in society”, the Ministry of Justice has developed 5 legal portals on the Internet network that enhance legal literacy and culture of the population.

In particular, the legal portal “Advice.uz” (e-maslahat.uz) is currently operating, which is associated with an electronic system that offers a legal solution to various life circumstances and provides public services. Over 53 thousand people used it. In addition, in order to increase the legal knowledge of the young generation and to educate children from an early age in the spirit of respect for the law, the site “bolahuquqlari.uz” and the legal literacy assessment system “test.adliya.uz” were created, which were used by about 16 thousand people.

Along with this, during the meeting, the attention of senators was drawn to some shortcomings in the field of legal propaganda, problems awaiting solution. It was noted that with the development of legal consciousness and legal culture, first of all, work on legal education and training is not systematically and consistently carried out, there is no effective mechanism in this direction.

In addition, the organization and implementation of targeted legal advocacy activities in society is not up to par. The active participation of the majority of heads of state bodies is not ensured, and high efficiency and effectiveness are not observed. Because of this, cases of violation of the law are allowed.

Despite the weekly establishment of a day of rights and obligations for children in preschool educational institutions, weekly studying of 1 hour of disciplines on legal foundations and education for senior classes of secondary schools, 78-hour training in the curriculum of universities of the subject on spirituality, their compliance with scientific research and accumulated experience is not up to par.

In 2019, 739 crimes were committed by minors. Although compared to 2018, their number decreased by 19.9%, this indicator remains at a high level. Especially, out of 818 juvenile offenders, 694 are students.

As a result of the fact that effective work on legal advocacy has not been established, there are still cases of adoption by government bodies of decisions that do not comply with the law.

The meeting also criticized the inadequate use by state bodies of innovative methods of legal propaganda, including web technologies, and gave instructions on this matter.

An appropriate resolution of the Senate was adopted on the discussed issue.
