Importance of law “On ecologic control” discussed in Tashkent
MPs of Legislative Chamber, representatives of several ministries and departments, self-governing bodies, NGOs and civil society institutes, educational institutes and industrial enterprises participated in the event.
The event is aimed at explaining goals and essences of the law, concretizing objects and subjects of ecologic control, public control, mechanisms of conducting various types of ecologic control.
The law was passed by the Legislative Chamber on 12 November 2013 and approved by Senate on 12 December 2013.
The law said that ecologic control is a system of state and public measures, directed at preventing, and revealing violations of legislation in protection of environment and rational use of resources, improving efficiency of nature protection activities. Its mail goal is to prevent violations of legislation and situations, which can damage environment, irrational use of natural resources, create threat to life and health of people.
Ecologic control also envisages measures on observation of state of environment, protection of rights and interests of legal entities and individuals, etc.
According to the document, ecologic control can be divided into four types – state, departmental, production and public ecologic control.
Earlier, there was no mechanism of ecologic control in the legislation of Uzbekistan, it had determined in some laws, but they did not take into account peculiarities of ecologic control.
The law created legal mechanism to implement rights of citizens and NGOs to hold public ecologic control. The most important part of the ecologic control is openness of the state bodies, increasing activity of population, civil society to protect environment.
Tashkent regional committee on protection of nature created a special committee on working with public to ensure implementation of the law.
