Import of Aircraft to Be Exempt from Duties and VAT under Mirziyoyev’s Decree
Tashkent, Uzbekistan (UzDaily.com) — President of Uzbekistan Shavkat Mirziyoyev signed a decree on 27 October aimed at improving state policy in the field of civil aviation.
According to the document, passenger and cargo aircraft imported by resident airlines are now included in the list of technological equipment exempt from customs duties and value-added tax (VAT) when imported into Uzbekistan.
The Ministry of Economy and Finance, together with the Ministry of Transport, has been instructed to allocate 250 billion soums from the state budget between 2026 and 2028. These funds will be directed toward the modernization of airfields and air traffic management complexes, the purchase of modern radio-technical equipment, flight safety measures, and the construction, repair, and reconstruction of airport facilities across the country.
The decree also approves the establishment of an Aviation Support Fund under the Ministry of Transport (without legal entity status). The fund’s resources will come from airport fee deductions collected from international flights operated at all airports in Uzbekistan.
The fund’s finances will support the operations of the Uzaviatsiya Agency and strengthen its financial independence in accordance with ICAO standards. Additionally, the fund will finance the creation and development of an aviation training institution for pilots and flight attendants, including its material and technical base, and support professional training programs for aviation specialists.
Special attention is given to funding air accident investigations, as well as the creation of laboratories and technical facilities to enhance aviation safety and oversight in the civil aviation sector.
