Tashkent, Uzbekistan (UzDaily.com) - Today, on 5 June, in the form of an online video conference, a meeting of the Senate Committee of the Oliy Majlis on youth, culture and sports was held, in which members of the Senate, representatives of the Youth Union of Uzbekistan, relevant ministries and departments took part, and also media workers. This was reported by the Senate Information Service of the Oliy Majlis.
During the meeting, the results of a study conducted on 27-30 May r in Surkhandarya region on the implementation of five important initiatives put forward by the head of state and the Yoshlar - kelajagimiz State Program were discussed.
It was noted that a number of activities were carried out in the region under five important initiatives. So, various circles, creative groups and “youth clubs” have been created in cultural institutions and secondary schools.
In addition, fiber-optic communication lines with a length of 212 km were built in the region for 206 institutions of public education, 84 organizations of preschool education and 44 health care institutions. In Angora district, the activities of the training center for digital technologies have been established as an experiment.
Along with this, 723 thousand people are involved in the process of reading books at the expense of the book fund of 1,053 libraries, numbering 2.9 million units. Commercial banks allocated loans to more than 39 billion.715 million soums to 529 women of the region, and loans to the women and families from the Public Fund for the Support of Women and Families allocated 3 billion soums.
Within the framework of the Yoshlar-Kelajagimiz State Program, in 2019, the region implemented 455 projects, for which 106 billion 717 million soums were allocated. Within the framework of the Program, in 2020 throughout the region it is planned to allocate 23 billion soums for 162 projects and create 650 jobs. As of June 1 of this year, 11 billion 484 million soums have already been sent.
During the meeting, attention was focused on some identified shortcomings.
Thus, the activities of five important initiatives were organized mainly in educational institutions. The state of involvement of young people aged 18-30 in this process, as well as work on the implementation of this direction in makhallas and families remains unsatisfactory. The system of monthly submission to the regional khokimiyat of detailed information in the context of districts and industries on the implementation of the tasks and generalization of data and monitoring has not been established.
Along with this, it was noted that the reports of the responsible departments for the implementation of five important initiatives and the State Program “Yoshlar - kelаjagimiz” were not heard on a regular basis in the district, city Kengashes of people's deputies.
In addition, as a result of preventive work at an insufficient level in 2019, young people aged 17-30 years committed 28,474 offenses. This indicator increased by 71% compared to 2018. Moreover, 78% of offenses committed by unemployed youth.
At the same time, culture and recreation parks in Angora, Sherabad, Shurchi, Kumkurgan, Baysun districts do not meet the requirements. Also, the construction of small gymnasiums from “sandwich panels” with light construction based on public-private partnerships was practically not completed. Practical work has not been done on the allocation by commercial banks for a period of 7 years, including a three-year grace period, of loans to business entities working in the field of physical education and sports.
The saddest thing is that there are no gyms in 316 secondary schools of the region.
At the meeting, senators criticized the unsatisfactory work of organizing the effective use of computer technology and the Internet among the population and youth. It was noted that only in Termez 10 “Smart Stops” and Wi-Fi zones were created.
Within the framework of the State program “Yoshlar - kelajagimiz” in 2019, the region planned to create 5854 jobs as a result of the allocation of 167 billion 171.9 million soums to 874 projects. In fact, 106 billion 717 million soums were allocated, and the State program was implemented by 64%.
In 2019, it was planned to build one “Coworking Center” and four “Youth Labor Markets” in the region. On the basis of the State program “Yoshlar - kelаjagimiz” no preferential loan was granted to any entrepreneur.
The meeting identified tasks that should be performed by the responsible ministries and departments and the khokimiyat of the region to eliminate existing problems. Following the discussion, an appropriate decision was made.
