Tashkent, Uzbekistan (UzDaily.com) -- The report of the Accounts Chamber of the Republic of Uzbekistan on activities in 2019 was also heard at the fourth plenary meeting.
It was noted that the Audit Chamber in its activities last year carried out control over budget execution, targeted and efficient use of budget funds. Control and analytical measures were implemented on the execution of Presidential instructions, the implementation of investment projects with the participation of strategic enterprises.
Thus, additional sources of revenues to the State budget in the amount of 2.7 trillion soums were identified, practical assistance was rendered in full provision of established additional sources of income by region. Illegal and ineffective budget expenditures in the amount of 1.1 trillion soums were identified, of which the violations in the amount of 150 billion soums were eliminated.
In addition, the implementation of orders of the President of the Republic of Uzbekistan was monitored, more than 4 thousand agreements reached following the results of visits at the highest level, amounting to almost 130 billion US dollars.
It was revealed that in the reporting year, a number of enterprises and institutions without observing the legislation on public procurement, through direct contracts, spent excessively 19.9 billion soums, the volume of imports increased by 24.9%, the negative balance in foreign trade reached almost US$7 billion.
In addition, in accordance with the 2019 Investment Program, the Accounts Chamber established control over the implementation of more than 3 thousand projects in the amount of US$72.6 billion, and on the basis of territorial programs - more than 12 thousand projects in the amount of US$29.9 billion.
During the plenary session, senators also made recommendations on improving the activities of the Accounts Chamber.
Thus, the feasibility of a systematic study together with the Senate of revenues in full of budgetary and extra-budgetary funds and the implementation of remote control with the widespread use of modern information technologies to identify reserves for increasing revenue was noted.
In addition, in the context of the coronavirus pandemic, the need was noted for establishing systemic control over a balanced review of the parameters of the State budget and their implementation.
An appropriate resolution of the Senate of the Oliy Majlis has been adopted on this issue.
