Ignoring “Stop is prohibited” signs automatically recorded

Tashkent, Uzbekistan (UzDaily.com) -- Tashkent police department said that it upgraded AutoCon-SC / M software complex and now it will automatically record ignoring of road sign 3.27 (Stop prohibited).

Testing of the updated software began on 25 March.

The AutoCon-SC / M complex is installed on some of police cars. The video camera, attached to the windshield, recognizes the state license plates of 58 countries and fixes traffic violations automatically (without human intervention).

Fixing the ignoring of the road sign 3.27 will be carried out during the movement of the special car around the city. The data about the intruder immediately (online) is uploaded to the computerized traffic safety management system (KRMS).

The system works as follows: the patrol car passes the site twice, with a difference of 5-10 minutes. The first time the numbers are fixed and receive the status of a candidate for violators. The second time, those who are not violators are removed from it.

The data obtained as a result of both trips to one site, are compared and analyzed by the system. If the car just missed the pedestrian - it is removed from the system, and the offender is not considered. If the car stopped due to a breakdown, then by law it must set an emergency stop sign - the system reads the mark and does not send the car to the violator database.

After the work of the system shows itself on the example of sign 3.27, it will start to fix and the sign 3.28 "Parking is prohibited". In such cases, the patrol car will pass the site ten minutes later. If the number of the car standing under the sign 3.28 is read again - a violation of the rules of stopping and parking will be recorded.

Immediately after the camera detected the violation and transferred it to the Processing Center, a number of restrictions are imposed on the driver. In particular, the driver will not be able to pass a technical inspection or re-register a car in connection with the sale to another name in the interdistrict offices of Tashkent city police.

This restriction protects the potential buyer from purchasing a car with “debts” in fines. Also, after 60 days in case of non-payment of fines, the AutoCon-SC / M system automatically sends information to the Bureau of Compulsory Enforcement under the General Prosecutor’s Office of the Republic of Uzbekistan, and vehicle, according to Article 291 of the Code of the Republic of Uzbekistan on Administrative Responsibility, will be placed on the penalty area.
