Human Dignity Index: Key Findings from the Pilot Study

Tashkent, Uzbekistan (UzDaily.com) -- In 2021, the khokimiyat of Tashkent initiated the development of the Human Dignity Index (HDI), the calculation of which was entrusted to the Rakamli Poytakht Information and Analytical Center. 

HDI has been introduced into the “mahallabay” work system and reflects the principle of the Development Strategy of New Uzbekistan - “In the name of the honor and dignity of a person”, conceptually understood as ensuring the interests, achieving the well-being of every citizen. In this process, the mahalla plays a significant role, in the mission and functions of which the efforts of the state are concentrated to improve the well-being of every person.

The task of the HDI is to study the factors and conditions that affect the quality of life of residents of mahallas, and develop recommendations and practical measures based on them to improve the quality of life and increase the potential of mahallas. 

According to the project methodology, human dignity reflects the degree of respect for the value of human life and includes a combination of factors in this category. The standard of living in each specific mahalla is measured on the basis of statistical data in the field of health, education, security, employment, demographic indicators - indicators of the conditions created in the mahalla for decent living.

The uniqueness of the methodology allows responding to changes in the rating of specific mahallas. The visual picture shown by the Index defines “points of growth / decline” and measures of influence that contribute to changing the current situation in terms of specific indicators at the level of a given mahalla.

At the moment, the Index for 2021 and the 1st quarter of 2022 is calculated, on the basis of which the positions of mahallas in the ranking were compared. For a deeper analysis, mahallas were selected, in which there is a significant change in indicators - "Geophysics" (Mirzo-Ulugbek district) and "Bogi Eram" (Yunusabad district).

In the mahalla "Geophysics" there was a significant decrease in the HDI rating in the indicators of healthcare, education, infrastructure, security: 497th place at the end of the 1st quarter of 2022, which is 180 points lower than the results of 2021.

The health sub-index score is 0.639 (2021 score 0.694). To improve the health sub-index, it is recommended:

- increasing the human resources capacity of the family polyclinic No. 70 by recruiting medical specialists;

- temporary recruitment of medical personnel on a rotational basis from the family polyclinic No. 13;

- staffing the clinic with the necessary medical equipment;

- improvement of the territory around the clinic;

- an increase in the number of pharmacies along the streets of Khurmakon, Boytepa, Beruniy, Buyuk Kelajak, Kh. Abdullaeva /

The indicator of the education sub-index is 0.175 (in 2021 - 0.149). To improve the education sub-index, it is recommended:

- acceleration of work on the overhaul of kindergarten No. 43, located in the mahalla;

- organization of access to the Dynamo sports complex, which is currently supervised by the National Guard and is closed to the residents of the mahalla;

- construction of sports zones, organization of football, tennis and table tennis clubs for the effective leisure of young people;

- allocation of land and construction of a new school designed for children from the mahallas "Tarakkiyet", "Vatanparvar" and "Geophysics", since nearby schools operate at an increased load factor.

The safety sub-index score is 0.750 (2021 score is -0.750). In order to improve security measures, it is recommended:

- increase in the number of street lighting points in the mahalla in the amount of 184 pieces.

- carrying out preventive work among the population to prevent petty theft.

- installation of 96 video surveillance cameras - 4 video surveillance cameras on lighting poles in the private sector and in each of the 24 multi-storey residential buildings.

- installation of a traffic light at a pedestrian crossing on Dustlik street, dividing the territory of the mahalla into two parts (the initial part of Hislat street and about the 70-family polyclinic).

The indicator of the employment sub-index is 0.801 (the indicator for 2021 is 0.779). To improve the employment sub-index, it is recommended:

- attracting investors, possibly through the effective use of free objects on the balance sheet of the district administration, the improvement of abandoned objects and the creation of new jobs, as well as by putting them up for auction, leasing or selling on the E-ijro electronic trading platform ".

- preventive explanatory work among residents employed in the informal labor sector about the legal and economic feasibility of working on the basis of an employment contract through the "Public Works Fund" in seasonal and urgent work.

According to the situational analysis and observation in this mahalla, it is important to improve landscaping activities, in particular:

- increase in the number of containers for collecting household waste (according to the regulations, 500 meters from residential buildings);

- organization of green areas for cultural recreation of the population;

- landscaping of the section of the Dustlik highway, overlooking the local area;

- attracting management companies to service multi-apartment residential buildings;

- increasing the level of illumination;

- Reconstruction of existing playgrounds and construction of new ones on vacant lots in front of apartment buildings.

An analysis of changes in indicators in the “Bogi Eram” mahalla shows a decrease in the HDI by 0.064 points - in 2021 it was 0.501. Compared to the data at the end of 2021 (539th place), in the 1st quarter of 2022, it fell to 463rd place.

The health sub-index score was 0.532 (a significant decrease of 0.181 points). To improve the health sub-index, it is recommended:

- due to the increase in the number of infectious diseases, it is necessary to conduct a causal analysis of the increase in this indicator by the city health department of the 54 family polyclinic, as well as to carry out preventive and informational activities among the population;

- attracting entrepreneurs to open pharmacies along Amir Temur Street to create favorable conditions and increase the level of coverage of the population pharmaceutical services.

The indicator of the education sub-index is 0.208 (an increase of 0.031 points). To improve the education sub-index, it is recommended:

- taking into account the predicted increase in the number of preschool children and the increasing load on the preschool educational institution, it is necessary to find a suitable place in the neighboring microdistricts for the construction of a preschool educational institution, or to attach additional blocks to the already existing preschool educational institutions in the mahalla.

- on a free area of 3000 m², the border area between preschool educational institution No. 253 and school No. 240, it seems possible to build an additional educational building for 1000-1500 places.

The index of safety sub-index is 0.743 (decrease by 0.003 points). To improve the safety sub-index, it is recommended:

- conducting preventive conversations with the population about methods of combating cybercrime and fraud, installing CCTV cameras in each of the 32 apartment buildings and installing four street lighting poles.

The excerpts presented from the IDI calculation are brief data that incorporates the calculation of statistical indicators and analytics of the situation directly in the mahallas.

These results will be the basis for conducting monitoring studies and tracking changes in the implementation of the developed recommendations on an ongoing basis in the mahallas of the city of Tashkent.
