How much will the emergency response in Syrdarya cost to the budget?

Tashkent, Uzbekistan (UzDaily.com) - Elimination of the consequences of flooding in Syrdarya region can cost the budget at least 1.5 trillion soums. The Ministry of Finance was instructed to raise funds without cutting funding for other industries and regions.

The amount of allocated funds was also confirmed by Deputy Minister of Finance Yorkin Tursunov at a briefing at the International Press Club in Gulistan on Saturday.

Budget funds will be allocated to:

repair of damaged roads and bridges and construction of new ones - 390 billion soums;

repair and construction of water supply networks - 163 billion soums;

repair of 1773 houses - 123 billion soums;

repair and construction of irrigation and drainage networks - 100 billion soums;

repair 34 and construction of 3 social facilities - 85 billion soums;

repair and construction of electricity networks - 68 billion soums;

repair and construction of gas supply networks - 22 billion soums;

repair and construction of communication networks - 13 billion soums;

restoration of documents of the population - 1 billion soums.

In total, the above funds makes up 965 billion soums. The goals of spending the remainder - 535 billion soums - are not indicated.

“But these are preliminary figures, work continues. In some areas, there is still water left, so as a result, some houses may also become unusable. The victims will be built and repaired at home at the expense of the state,” said Yorkin Tursunov.

The deputy head of the Ministry of Finance also indicated that measures are being taken to cover, at the expense of the state budget and sponsors, damage to household utensils and livestock.

Builders from all regions of Uzbekistan are involved in the repair of 1781 houses. For these purposes, 70 billion soums have been preliminarily allocated. The amount may vary depending on damage to residential buildings and facilities.

“4,351 affected families will be provided with 2,640 new apartments. 1781 the house will be renovated. In addition, affected families will receive 40 million soums and 5-6 items of household appliances free of charge. From what sources will all this be covered? 950 billion soums for the construction of new houses and 70 billion soums for repairs will be allocated from the republican budget. In addition, sponsorship will be attracted,” he said.

The President instructed the Ministry of Finance to find sources of 1.5 trillion soums. The Deputy Minister of Finance said that the funds will mainly be allocated from the state budget, partially from additional sources of budget revenues.

“We have been instructed to find these funds without causing damage to funds allocated to other industries and regions. I will openly say that we will not reduce the funds allocated for other areas. There are sources of revenue in the state budget,” he said.

As a result of the flood, 25 villages of three districts and 19.6 hectares of agricultural sowing area were damaged.

Of the 25 settlements, 13 are cleaned of water, 20 - of waste. 4586 houses were cleaned of waste and water, disinfection work was carried out. 16787 personnel and 3233 pieces of equipment were involved in these works.

According to preliminary data, 31,719 domestic animals were lost, including 13,685 heads of cattle and small cattle, horses, 17,752 birds and 282 other animals. Of these, 5859 animals were found dead and disinfected. 5160 heads of cattle and small cattle survived, of which 5143 were returned to the owners.

In three districts, 34 social facilities were damaged. The responsible authorities carried out major repairs of 9 preschool educational institutions, 14 schools, 1 college, 2 more schools were reconstructed. 4 buildings of the healthcare system were repaired, 3 were reconstructed.

In Sardoba, Mirzaabad and Akaltyn districts 7 cemeteries and 3 mosques were damaged.

In 10 makhallas, 143 buildings of 282 entrepreneurs suffered. The Ministry of Finance, together with insurance agencies, compiles a complete list of victims, determines the insurance of property, independent appraisal organizations conduct damage assessments.

The cost of construction of the Sardoba reservoir as of 1 January 2017 was estimated at 1.3 trillion soums.
