Hokimiyat of Tashkent Region Pledges Transparency and Environmental Oversight in Construction of Sea Breeze Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) — The Hokimiyat of Tashkent Region has issued an official statement regarding the construction of the Sea Breeze Uzbekistan resort complex on the shores of the Charvak Reservoir in the Bostanlyk district.

The administration emphasized that Bostanlyk is one of the country’s key tourist destinations. In 2024, it welcomed over 12 million visitors, including around 300,000 foreign tourists. “These figures are four times higher than the current capacity of the region. The growing influx of tourists, along with a shortage of hotels and recreation zones, is creating certain inconveniences,” the Hokimiyat noted.

According to the regional administration, tourism exports reached US$325 million last year. In just the first half of 2025, about 230,000 foreign visitors traveled to Bostanlyk. The region plans to significantly increase both tourist flows and revenues from this sector, with the Sea Breeze Uzbekistan project set to become one of the main drivers.

The complex will cover 577 hectares along the Charvak shoreline, with an additional 3,000 hectares in the surrounding area. It will include recreation zones, swimming pools, sports grounds, shopping, entertainment and service centers. Plans also feature facilities for hosting international festivals, concerts and forums, as well as the construction of a bridge connecting both shores of the reservoir.

The project is expected to create more than 10,000 jobs, raise the annual number of foreign tourists to 5 million, and boost tourism exports to US$500 million.

The Hokimiyat pledged to ensure full transparency during the project’s implementation. “Systematic oversight will be conducted to guarantee compliance with environmental, construction, cadastral, and sanitary regulations at every stage of construction. All processes related to land acquisition, leasing, and allocation will strictly follow the master plan and ecological standards, under transparent monitoring,” the statement said.

All landowners will be guaranteed compensation. The administration also warned it would take action against anyone attempting to violate the law, harm the environment, or undermine public interests.

The Sea Breeze Uzbekistan project was first presented to President Shavkat Mirziyoyev by Emin Agalarov on December 16, 2024. The President supported the initiative and instructed the creation of a commission headed by the Prime Minister. Later in December, Mirziyoyev announced that the future center on the Charvak shoreline was estimated to cost between US$7 and US$10 billion.

In April 2025, the President reviewed the master plan, developed with the participation of several international companies. The project envisions a resort complex divided into 10 compact zones: the waterfront will feature a boulevard, beaches, and recreation areas, while the slopes will host hotels, cottages, residential houses, restaurants, and viewing platforms.

In early July, Emin Agalarov presented an updated concept for the project and briefed the President of Uzbekistan on the operations of the Sea Breeze resort in Baku.

The Cabinet of Ministers of Uzbekistan has approved a resolution on implementing the investment project for constructing the year-round Sea Breeze Uzbekistan resort on the shores of the Charvak Reservoir.

According to the project, the US$5 billion resort complex will be built on 577 hectares in the Bostanlyk district of Tashkent Region, with the master plan designed by the British architectural firm Scott Brownrigg.
