Govn’t to take measures to improve system of state support for disabled people
Uzbek leader signed an order “On measures to further improve the system of state support for disabled people” on 1 August. The commission is created in line with the decree.
The document noted that the activities of the Ministry of Health, the Ministry of Public Education, the Ministry of Higher and Secondary Special Education, the Ministry of Employment and Labor Relations of the Republic of Uzbekistan in the sphere of state support for the disabled are recognized as unsatisfactory.
The head of Uzbekistan instructed the commission to make grounded proposals on further improving the system of state support for the disabled by 15 September 2017.
In particular, the commission will conduct an inventory and analysis of legislation in the sphere of providing state support to disabled people to identify gaps, shortcomings and corruption-related factors.
The commission will also critically examine the state of medical and social assistance for disabled people, the realization of their right to education and employment, and the activities of authorized bodies in the sphere of providing state support to disabled people.
The commission will review the activities of medical and qualification commissions and medical and labor expert commissions in order to ensure transparency and accessibility, simplify procedures and shorten their terms.
An analysis will also be made of the state of work on the social rehabilitation of disabled people, their professional training, retraining, and the upgrading of skills, primarily aimed at the employment of disabled people.
The commission will prepare proposals for modernization and technical renovation of enterprises for the production of prosthetic and orthopedic and technical means of rehabilitation for the disabled, as well as the creation of modern industries with the attraction of foreign investment.
