Tashkent, Uzbekistan (UzDaily.com) -- In accordance with the Law "On Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan in Connection with the Democratization of the Procedure for Forming the Government and Strengthening its Responsibility", the Prime Minister, together with members of the government, quarterly submits to the Legislative Chamber report on the progress of the implementation of the state program for the corresponding year. This new institution, created in the Legislative Chamber of the Oliy Majlis, serves to strengthen the parliament’s efforts to pass important resolutions and monitor the implementation of laws.
On 22 July 2020, a regular plenary meeting of the Legislative Chamber of the Oliy Majlis was held, during which a report was heard from the Cabinet of Ministers on the implementation of measures within the framework of the State Program for the implementation of the Action Strategy in five priority areas of development of the Republic of Uzbekistan for 2017-2021 in the Year of Development of Science, Education and the digital economy.
It was noted that at the beginning of the year, tasks and planned measures for the implementation of the State Program were identified. The spread of coronavirus infection has affected socio-economic spheres around the world, affecting the level of their growth, slowing down production processes and forcing changes to a number of targets. Decrees and resolutions adopted by the President of the country in a timely manner aimed at countering the spread of coronavirus infection and ensuring the activities of spheres and sectors of the economy, effectively supporting business entities, preventing a sharp decline in household income, mitigating the consequences of the pandemic and ensuring growth have yielded results.
In order to facilitate the implementation of these documents on the ground, aimed at mitigating the consequences of the pandemic, deputies traveled to the regions several times, including on 15-25 June, having visited the regions, they studied the situation, the progress of work on the use of benefits by entrepreneurs, social protection of the population during the pandemic. , poverty reduction and employment. Studies have shown that significant work is being done by local authorities and sectors within the framework of the State Program.
The report, submitted by the government, details the effective measures taken to prevent the spread of coronavirus infection in the country. As a result, GDP in the first half of this year compared to the same period last year increased by 100.2%, including in industry - 98.1%, services - 99.3%, agriculture - 102.8%.
During the reporting period, as a result of the improvement of the investment environment, the creation of favorable conditions for foreign investors, investments and loans worth US$3.86 billion were attracted. But at the same time, the volume of exports made up US$6.28 billion.
It was said that the State Program for 2020 consists of 284 items, of which 118 are scheduled to be implemented in the first half of the year. So, if 64 points were fully implemented, 15 - were extended in accordance with the established procedure, another 36 - the relevant draft documents are considered, the necessary measures are also taken to ensure the implementation of 3 points.
The report submitted by the Government has been carefully considered by the MPs. The implementation of important socio-political, socio-economic tasks and other measures defined in the State Program provoked heated discussions among representatives of the people. Members of parliament raised a number of problematic issues on the implementation of the State Program, which were identified during studies in the regions and dialogue with the electorate.
Development and approval of the "Digital Uzbekistan - 2030" program, which envisages the widespread introduction of digital technologies in the field of telecommunications, public services, the real sector of the economy, health care, the state cadastre and other areas, as well as the program for employment and job creation for 2020 lagged behind from the deadlines.
Factions of political parties expressed their opinions, criticisms and proposals on the report on the implementation of the State Program in the first half of this year.
Thus, members of the UzLiDeP faction noted the implementation of the points of the State Program on the innovative development of the country, the formation of a "digital economy", as well as on the conduct of business in Uzbekistan, the inclusion of the republic in the list of countries with investment attractiveness.
Members of the Milliy Tiklanish faction emphasized the need to resolve issues in the field of higher education as soon as possible, having studied the construction and installation work in secondary schools, which are the main link in the educational process, and noted to intensify efforts in this direction.
In turn, members of the Adolat faction spoke about the need to strengthen measures to prevent the spread of coronavirus, protect the health of citizens and ensure sanitary and epidemiological conditions, radically revise and effectively organize emergency medical services and call centers, support medical personnel working with patients with coronavirus infection.
Members of the faction of the People’s Democratic Party of Uzbekistan emphasized the importance of effective use of funds allocated to combat the pandemic and social support of the population, as well as the adoption of the Law "On State Financial Control" and the program to combat the "shadow economy."
The faction of the Ecological Party of Uzbekistan focused on protecting the environment and improving the environmental situation, strengthening measures to eliminate the consequences of the Aral Sea tragedy, updating regulatory documents on the technical regulation of food security issues.
After a long controversy, the deputies approved the report of the Cabinet of Ministers. The lower house of parliament adopted a resolution on the implementation of the State Program for this year, which includes proposals to improve the efficiency of the Government.
