Tashkent, Uzbekistan (UzDaily.com) - A government resolution "On measures to radically reform the activities of the customer service in the field of capital construction" was adopted (No. 321, 21.05.2021).

According to the resolution, from 1 June 2021, in case of violation of contractual obligations for construction and installation work, also in violation of the procurement procedure, fines (sanctions) and penalties imposed in favor of the customer by way of judicial and pre-trial regulation, 50 percent of the funds of public procurement participants contributed in the form of a pledge, surety, deposit, are sent to the state budget, and the remaining 50 percent - to the bank account of the customer service.

From 1 June 2021, when registering the staffing table and cost estimates for providing the customer’s service, the costs of business trips for technical supervision specialists are set at current prices, based on the distance at which the facilities are located. 

From 1 August 2021, to the current tariff rates of remuneration of responsible specialists in the field of technical supervision of customer services, on the basis of the qualification category established by the Ministry of Construction, the following is added: 

- coefficient of 0.2 - for the first category;

- coefficient of 0.5 - for the second category;

- coefficient of 0.7 - for the third category;

- coefficient of 1.0 - for the highest category.

The resolution approved the following documents:

- Regulation on the customer service in the field of capital construction;

- Typical structure of customer service in the field of capital construction;

- Regulations on the procedure for the implementation of architectural and technical supervision at construction sites;

- Regulations on the procedure for conducting control measurements at construction sites.
