Fraud Scheme in Teacher Testing Uncovered in Namangan
Tashkent, Uzbekistan (UzDaily.com) — Authorities in Namangan region have exposed an illegal scheme involving education officials.
The deputy director of a school in Davlatobod district, together with the head of a department at Namangan State Technical University and a staff member of the department, provided teachers with remote assistance in passing qualification category tests in exchange for money, using a so-called “bunker.”
A joint operation by the State Security Service and the Department for Combating Economic Crimes included a search of the premises used for the fraudulent activity.
Investigators identified 12 teachers who participated in the scheme. Confiscated items included laptops, 30 headphones and hidden cameras, 8 Wi-Fi routers, and other devices used to cheat.
Preliminary findings show that the deputy director and accomplices received between $1,300 and $1,500 from each teacher for positive test results. From September to October 2025, the perpetrators collected a total of $25,000 illegally.
A criminal case has been opened under Articles 168, Part 3, Paragraph “b,” 28, and 211, Part 2, Paragraph “a” of the Criminal Code. The deputy director who managed the “bunker” had previously been held accountable for similar offenses.
