Former Tashkent Pre-Trial Detention Facility No. 1 Transferred to Ogneupor

Tashkent, Uzbekistan (UzDaily.com) — The site of the former Pre-Trial Detention Facility No. 1, known as Tashtyurma, has been transferred to the industrial enterprise LLC Ogneupor for permanent use as compensation, the Tashkent city administration reported in response to a senator’s inquiry.

The detention facility was relocated in 2017 to the Zangiata District. Initially, plans called for a modern boulevard with recreational infrastructure to be developed on the site, but these plans were not implemented. Later, as part of the Yunusobod Business City residential and commercial complex, a 2.9-hectare plot on Namangan Street was transferred to Ogneupor for the construction of an administrative building.

According to the city administration, a 76-square-meter administrative building has already been constructed on the plot and was registered in the state cadastre on April 9, 2024. The site is included in a conservation zone, where the construction of additional residential or non-residential buildings is prohibited.

Ogneupor originally planned to resume the production of refractory materials, but this was made impossible due to surrounding residential development. A hotel construction project was also considered, but funding for its implementation was insufficient.

Company representatives submitted applications for privatization of the plot through the “Single Window” system in 2022 and 2025; however, these were rejected due to the conservation zone restrictions. If the status of the territory changes, Ogneupor intends to attract an investor to build either a hotel or a multi-story building with commercial spaces.

The Tashtyurma complex was built in 1891 and includes four buildings with basements, connected by underground and above-ground corridors. Ogneupor was registered in 1998 with a charter capital of 28.5 billion soums, and its founder is listed as Aleksandr Leonidovich Mun.
