The Council is an advisory body, which helps the district’s hokimiyat in implementing district development programs.

"This form of interaction, as we see it, directly corresponds to the proclaimed principle of dialogue with the people and strengthening of public control," the message of the hokimiyat said.

The council will include 21 people, including 7 people on the basis of self-nomination or nomination by residents of the district through a special online form. Members of the council cannot be representatives of state bodies and budget employees, who are in direct subordination to the district hokim.
