First International Conference of “Umid” Foundation alumni conducted in Tashkent

Tashkent, Uzbekistan (UzDaily.com) -- On 3 January 2020, the “El-yurt umidi” Foundation under the Agency for the Development of Civil Service under the President of the Republic of Uzbekistan organized an international conference on the topic of “New generation of personnel for modernizing Uzbekistan”.

As it was noted by the organizers of this event, the main goal of the conference is to create a platform for regular communication between graduates of the “Umid” Foundation, which is consimilar to the goals of “El-yurt umidi”, sincerely wishing not only to educate young people abroad, but also to create favorable conditions for them in their motherland for the worthy appliance of the gained knowledge.

The most important task of the conference is also to organize an expert discussion of the results and further directions of large-scale reforms carried out under the leadership of President Shavkat Mirziyoyev, as well as to discuss the ways to further democratize the society and modernize the state, deepen ongoing market reforms. The organizers envisage the professional discussions on attracting foreign investment and advanced innovative solutions and technologies in various industries and sectors of the economy.

“The successful implementation of the deep reforms undergoing in Uzbekistan requires high-level professionals” said Sherzod Kudbiev - Advisor to the President of the Republic of Uzbekistan, Director of the Agency for the Development of Civil Service under the President of the Republic of Uzbekistan. That is why the Head of our state came up with the idea of holding such an event. At the time, “Umid” gave a good start to the life of hundreds of promising and talented young men and women, and today the state is ready to offer them all the opportunities to reach their highest potential”.

The “El-yurt umidi” Foundation, created in September last year by the personal initiative of the President of the Republic of Uzbekistan Shavkat Mirziyoyev, is the successor of the “Umid” Foundation, which in 1997-2003 years had financed the education of 828 talented youth (363 - baccalaureate and 465 - magistracy). The USA (343 people), Great Britain (329 people) and Germany (84 people) dominate among the countries where the students of Uzbekistan increased their skills in those years.

Remind that, the “El-yurt umidi” Foundation has already significantly expanded the areas of scholarship programs and their targets. If in 2018, 375 people were sent to study at foreign universities under the four educational programs of the Fund, in 2019 the number of scholarship holders reached 605, and in the coming year, the educational programs of the Fund will cover about 1000 people.

The conference is intended to demonstrate to guests the depth of transformations and the inexhaustible development potential of modern Uzbekistan. The idea of this conference is also to attract as many “Umid” Alumni as possible to the development and improvement of a reforming Uzbekistan, primarily in the civil service.

The international conference, the plenary meeting of which was held at the Academy of Public Administration under the President of the Republic of Uzbekistan, brought together more than 300 “Umid” graduates from 18 countries. Foreign participants represent such developed countries as the USA, Great Britain, Germany, Canada, Japan, Australia, South Korea and others.

It is noteworthy that more than 83% of the scholarship holders of “the first wave” have diplomas in the field of economics, law and the social sphere, which is extremely important for our country, where large-scale reforms are being implemented today, in literally every area of the state and society. Approximately the same distribution by specialties is observed in the statistics of participants registered on the conference website.

More than 600 participants from five parts of the world registered on the site http://conference.eyuf.uz during December, which indicates an unprecedented interest in the conference. In particular, guests from America (23 people), Europe (36 people) and Asia (11 people) gathered in Tashkent. In addition, two forum guests represent Australia and Africa. The conference is broadcast online through the world's leading information channels, its work can be watched on Facebook and YouTube, as well as at other pages of the “El-yurt umidi” Foundation on social networks.

The plenary session of the conference was full of reports by members of the government, many of whom had been educated under the programs of the “Umid” Foundation. Minister of Justice - Ruslanbek Davletov, Minister of Public Education - Sherzod Shermatov, Minister of Investments and Foreign Trade - Sardor Umurzakov, Minister of Innovative Development - Ibrohim Abdurakhmonov,  Minister of Agriculture - Jamshid Khodjaev, the First Deputy Chairman of the Council of Ministers of the Republic of Karakalpakstan - Yusupbek Kazbekov, Deputy Hokim of Bukhara Region - Rizo Asadov and others are among them.

“Discussing the issues of further improving the effectiveness of staffing for ongoing reforms in the country in the field of public administration,” said Ruslan Davletov - Minister of Justice, scholarship holder of the “Umid” Foundation, creating decent conditions for attracting professional, competent and patriotic personnel to the Civil service, including from the number of compatriots and “Umid” alumni living abroad will make up the most important substantive part of the event”.    

Commenting on the event, Sherzod Shermatov noted:  “Umid” Foundation played a crucial role in the development of many personalities, and I am grateful to those people who gave me the opportunity to get an education at one of the best universities in the world. It turned out that, some of the graduates of those years chose to build a career abroad, but perhaps this is even better, because today they can apply not only the knowledge gained in the university, but also their foreign work experience in Uzbekistan. 

The main thing is their belief to that, they can be useful to the country in this challenging period of fundamental transformations. My own behalf, I’m ready to offer key positions in the Ministry of Public Education to those who can and are willing to work for the good of the republic. I would very much like “Umid Reunion 2.020” to bring precise tangible results”.

As part of the first day of the conference, its participants carried out active work in the following thematic sections: “Democratic renovation and modernization of the country”, “Education is the main driver in the field of social development”, “Strengthening the investment climate is at the center of economic reforms”, “Strategy and priorities of innovative development of the country” and “Introduction of advanced technologies in agriculture”.

The organizers emphasized the high professionalism of the discussions on attracting foreign investment and advanced innovative solutions and technologies in various sectors and spheres of the economy. Based on the results, real proposals will be worked out for the relevant government bodies and state administration to further improve the strategy and tactics of large-scale reforms implemented in the country.

Speaking about the expected results, the representatives of the fund declare that the most desirable outcome of “Umid Reunion 2.020” will be the attraction of the best of the best “Umid” scholarship holders to continue their careers in Uzbekistan. However, the creation of a kind of club of professionals who are ready to contribute to the correct course of transformations of the country and society, even living and working abroad, may be the optimal result. We sincerely hope that many of the participants of “Umid Reunion 2.020” will want to contribute to the development of the country that has embarked on the path of renewal.

On 4 January, “Umid Reunion 2.020” forum will continue in the Chimgan mountain-health complexes in Tashkent region.
