Tashkent, Uzbekistan (UzDaily.com) — Fines for violations of the requirements of the environmental sticker system for motor vehicles will not be imposed starting in 2026. This was reported by the Ecology Committee in response to information circulating on social media and in some media outlets claiming that sanctions would soon be introduced for vehicles with yellow and red stickers entering environmental zones.

The committee stressed that penalties under the “Environmental Transport” system will be applied only from 2028. Until then, the authorities plan a phased rollout of the system, extensive public awareness efforts, and the promotion of environmental culture among the population.

The main objective of the initiative is not to punish vehicle owners, but to improve air quality and encourage the use of environmentally friendly transport. As part of the system, a number of additional conveniences will be provided for drivers.

In particular, owners of vehicles with “yellow” or “red” stickers will be able to change the environmental category of their vehicle after technical adjustments and passing a technical inspection. Diagnostic centers authorized to verify compliance with environmental requirements will operate in all regions of the country.

In addition, drivers will receive advance notifications via the unified electronic road safety system indicating the zones they are permitted or prohibited from entering.

The procedure for issuing environmental stickers was approved by the Cabinet of Ministers at the end of November. Under the resolution, the environmental category of a vehicle is determined based on the environmental class specified by the manufacturer, taking into account the type of fuel used and compliance with Euro standards.

For vehicles running on petrol, compressed natural gas, or liquefied gas, those meeting Euro-2 standards and above are classified as “clean,” while Euro-0 and Euro-1 vehicles fall into the “moderate” category. For diesel vehicles, Euro-4 and above are considered “clean,” Euro-3 is classified as “moderate,” and Euro-0, Euro-1, and Euro-2 are categorized as “harmful.”

Hybrid vehicles, electric vehicles, as well as vehicles less than three years old automatically receive the “clean” category. Environmental stickers are issued by Road Traffic Safety Service units during vehicle registration or re-registration and are valid indefinitely.

The introduction of the “Environmental Transport” vehicle emissions reduction system, which has been under development since spring 2024, is scheduled to begin on 1 January 2026. A full rollout of the system in Tashkent is expected in 2027.

Between 2028 and 2030, the system is planned to be expanded to Nukus, regional centers, and designated environmental zones, while nationwide implementation across Uzbekistan is envisaged for 2031–2034.
