Escrow System for Apartment Purchases to Be Introduced Only After Adoption of Relevant Law

Tashkent, Uzbekistan (UzDaily.com) — Information circulating on social media claiming that, from 1 Januaryб the purchase of apartments in newly built residential buildings will be carried out exclusively through an escrow system has no legal basis, the Ministry of Justice of Uzbekistan has stated.

The ministry explained that by Presidential Decree No. PF-11 dated 27 January 2025, a set of measures was approved to implement priority areas for improving the housing construction sector.

As part of these initiatives, the Ministry of Justice has drafted and submitted to the government a bill titled “On the Construction of Multi-Apartment Residential Buildings and Other Real Estate Objects Based on Shared Participation.”

The draft law includes provisions on the introduction of an escrow system; however, the final date for its implementation will be determined only after the relevant law is formally adopted.

In December 2025, Minister of Construction and Housing and Communal Services Sherzod Khidoyatov stated that the escrow account system has already been developed, but its application requires amendments to existing legislation.

It is also emphasized that the introduction of the escrow system will apply only to new construction projects and will not affect developments that are already under construction.
