Entrepreneurs operating in “24/7 zones” to receive subsidies and tax cashback

Tashkent, Uzbekistan (UzDaily.com) — Earlier it was reported that the Agency for Strategic Reforms had drafted a resolution on developing the night-time economy in Uzbekistan, which envisions the creation of 320 “24/7 streets and zones” nationwide by 2030.

The document sets out support measures for businesses operating around the clock. It includes expanding the tax cashback system for restaurants, entertainment venues, and tourist facilities, as well as offering targeted loans and opening dedicated credit lines.

Popular local establishments will be added to a registry of “local brands,” and the Entrepreneurship Development Company will partially cover loan interest for opening branches in 24/7 zones. The size of subsidies will depend on the number of jobs created, reaching up to 15 billion soums for 20 new positions.

In addition, expenses for training and retraining staff of “local brand” branches will be reimbursed at up to five BRVs (2.06 million soums) per employee. Costs for obtaining national quality certificates and international certifications will also be covered, up to US$3,000. For businesses located in 24/7 streets, electricity tariffs for lighting, illumination, screens, and outdoor advertising will be reduced from a coefficient of 3 to 1.5.

The project also provides for the launch of an annual “Night Economy Forum,” with the first event to be held in Tashkent’s Mirabad district. The forum will serve as a platform for sharing experience and presenting best practices to be replicated across the country. The Chamber of Commerce and Industry will also organize a series of trainings and seminars to help businesses adapt to the demands of the night economy and hold meetings to collect feedback and proposals.

The performance of the night economy and its contribution to GDP will be measured through a new statistical reporting system, with a focus on visitor numbers, business activity, revenue, tax trends, and employment.

The initiative aims to create sustainable infrastructure for 24/7 business operations and foster an attractive environment for residents and tourists alike.
