Tashkent, Uzbekistan (UzDaily.com) - Based on the principle “Human interests above all” set out in the Address of the President of the country in 2020 to the Oliy Majlis, it is emphasized that for us one of the main tasks is to continue large-scale social reforms carried out in the matter of radical improvement of life our people, for this, in the first place - increasing the welfare of the people and strengthening their social protection.
On 20 May 2020, an expanded meeting of the Committee of the Legislative Chamber of the Oliy Majlis on Labor and Social Issues was held by videoconferencing, dedicated to the results of a study of the implementation in Bukhara and Navoi regions of the decree of the head of our state from 5 March 2019 on the state order to ensure employment of the population and the creation of new workers places in 2019.
The meeting was attended by deputies of the Legislative Chamber, leaders and senior officials of the Ministry of Employment and Labor Relations of the Republic of Uzbekistan, khokimiyats of Bukhara and Navoi regions, as well as the main employment departments.
As noted at the meeting, in January-December 2019, based on target forecast indicators of the state order for the organization of new jobs, 388.5 thousand workplaces were created, the program indicator was implemented by 105 percent.
In Bukhara region, the program indicators were fulfilled by 106 percent, despite this, in some areas the planned jobs regarding the program remained unfulfilled. For example, at the expense of the funds of the State Employment Promotion Fund, the creation of new jobs was done by 77%, from the funds of territorial funds for stimulating the creation of new jobs - by 40%, and from the funds of the Yoshlar-kelajagimiz fund - by 4%.
Although the program in Navoi region was completed by 107%, when studying in the directions it was found that in the direction of the development of handicrafts it was done by 56%, from the funds of commercial banks - by 85%, from the funds of the support fund for farmers, dekhkan farms and owners of private lands - by 4%, from the funds of the Yoshlar-kelajagimiz fund - by 21%, from the funds of territorial funds to stimulate the creation of new jobs - no jobs were created at all.
In addition, the meeting noted that the resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated December 5, 2017 “On measures to further improve the procedure for establishing and reserving the minimum number of jobs for employment of people who need social protection and have difficulty finding work and are unable to under equal conditions to compete in the labor market ”No. 965, the category of persons included for placement on quota jobs does not include full orphans, pupils of Mehribonlik houses. It was emphasized that as a result of this, there are currently a number of problems in finding jobs for full orphans, pupils of the Mehribonlik houses, and it is necessary to submit proposals to the government to prevent this problem.
At the same time, the insufficient introduction of modern organizational and legal mechanisms to ensure employment, inattention to the issues of training the unemployed for the profession, retraining and advanced training of workers prevents the reduction of unemployment in some regions of the republic. As a result of this, conditions are created for illegal labor migration and unofficial facts of employment.
During the discussion of the information presented, the deputies drew attention to the incomplete use of the available opportunities in the issue of ensuring employment. The deputies also noted that the norms regarding the legal solution of some systemic problems in this area are defined in the recently adopted Legislative Chamber and the Law of the Republic of Uzbekistan "On Employment" sent to the Senate.
At the end of the meeting, which was held in the spirit of lively discussion, questions and answers, on the basis of the opinions expressed and proposals, an appropriate decision of the Committee on Labor and Social Issues was adopted.
