Drug prices to be set taking into account the established marginal trade margins.

Tashkent, Uzbekistan (UzDaily.com) -- The Ministry of Health approved the Regulation on the procedure for setting prices for medicines on the basis of the reference pricing system. This was reported by Norma.uz.

The regulation was developed as part of the implementation of the tasks outlined by the Presidential resolution No. PP-4554 “On additional measures to deepen reforms in the pharmaceutical industry of the Republic of Uzbekistan” from 30 December 2019.

The Agency for the Development of the Pharmaceutical Industry under the Ministry of Health is the authorized body responsible for monitoring and analyzing the reference pricing system for the trade name of the medicinal product. It may also involve consumer protection bodies and the public.

On its website, the Agency constantly maintains and updates an automated information system containing information on organizations engaged in pharmaceutical activities, as well as on registered and certified pharmaceutical products.

The system also includes data on registered maximum prices for the trade name of the medicinal product and maximum wholesale and retail prices, taking into account the established maximum commercial allowances.

To determine the reference price of one drug, its selling price is taken into account in 10 reference countries with high, above average or below average per capita incomes. The list includes:

Hungary.

The Russian Federation.

Ukraine.

Republic of Poland.

The Republic of Tajikistan.

Republic of Slovenia.

The Republic of Kazakhstan.

Republic of Bulgaria.

Republic of Belarus.

Republic of Kyrgyzstan.

The applicant - the holder of the registration certificate or his authorized representative, through the online system submits to the registering authority the selling prices of a medicine of the same manufacturer with the same active substance (taking into account the dosage form, number of units in a package, dosage, concentration and volume):

producer in the country of origin;

in reference countries;

in Uzbekistan.

The State Center for Expertise and Standardization of Medicines, Medical Devices and Medical Equipment (working body) calculates the maximum prices for each trade name of a medicinal product. Above them, the supply of imported medicines to Uzbekistan and the vacation by a local producer of domestic medicines is prohibited.

After receiving data from the applicant, automatic calculation of average prices by the system and recommendations of the working body, the authorized body within three days, the maximum prices are entered into the register. Regardless of the number of intermediaries, the maximum retail cost of medicines cannot be higher than 15% of the reference price for wholesale distributors, 20% for retail organizations (pharmacies).

Marginal prices in soums are calculated at the exchange rate of the Central Bank, established on the day of application.
