Tashkent, Uzbekistan (UzDaily.com) — The Ministry of Health of Uzbekistan has submitted for public discussion a draft list of medical conditions under which drivers may be exempted from the mandatory use of seat belts.
The draft document includes 17 conditions granting exemption, including: fractures of the shoulder, chest, and ribs; compression fractures of the spine; chronic obstructive pulmonary disease (COPD) and stage IV bronchial asthma; interstitial lung disease; partial or complete removal of a lung; chronic heart failure stage III and decompensation; severe obesity (BMI ≥ 40); short stature (dwarfism) below 150 cm; neurological disorders limiting arm or shoulder movement; severe dermatological conditions in the chest area; presence of prostheses or implants; open chest or abdominal surgeries; stoma installation; large growths on the chest; and pregnancy.
Electronic confirmation of these conditions will be generated through the “Electronic Healthcare” system as a QR code and issued to the citizen by the attached primary care medical institution.
The validity of the electronic medical certificate is six months. The draft regulation has not yet come into force.
