Draft Presidential Decree on Optimizing District and City Hokimiyats Developed in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) — A draft presidential decree aimed at optimizing the structure of district and city hokimiyats has been developed in Uzbekistan.

According to the document, it is proposed to reduce the number of deputy hokims from the current six to four.

Under the reform, by the end of 2026 a new management framework will be implemented in 32 districts and cities, whereby territorial units of nine ministries and agencies will be transferred to the structure of the hokimiyats.

The ministries and agencies involved include the Ministry of Economy and Finance, Ministry of Investments, Industry and Trade, Ministry of Agriculture, Ministry of Employment and Poverty Reduction, Ministry of Construction and Housing and Communal Services, Ministry of Ecology, Environmental Protection and Climate Change, Ministry of Culture, Committee for Family and Women, and the Agency for Youth Affairs.

Hokims will be granted full authority over these structures, enabling them to independently determine staffing levels, appoint and dismiss employees, and implement both incentive and disciplinary measures.

The new approach is intended to increase efficiency in local governance and centralize administrative functions.
