Draft Law on Physical Culture and Sports Passed by Deputies in First Reading

Tashkent, Uzbekistan (UzDaily.com) — The Legislative Chamber of the Oliy Majlis reviewed in the first reading the draft law “On Physical Culture and Sports,” aimed at further developing both mass and professional sports in the country.

The document establishes measures to engage the population in mass sports, systematically organize sporting events, and promote a healthy lifestyle, particularly among youth and families. Special attention is given to equipping sports facilities with modern equipment and holding mass competitions, starting from the neighborhood (mahalla) level.

The draft law defines the legal status and powers of the National Olympic and Paralympic Committees and regulates the activities of the Paralympic, Deaflympic, Special Olympic movements, and sports for the visually impaired.

It also establishes the rights and responsibilities of sports federations, clubs, leagues, coaches, referees, and sports agents, including criteria for their inclusion and exclusion from official registries.

Additionally, the law formalizes the legal status of the National Anti-Doping Agency, strengthens procedures for doping prevention in sports, introduces employer obligations to provide opportunities for employees to engage in physical activities, and sets out pre-trial procedures for resolving sports-related disputes.

The adoption of the draft law is aimed at the systematic development of sports, increasing public access to physical activity, and strengthening the legal framework for sports activities in the country.
