Draft law “On mandatory insurance of civil liability of transporters” passed in the first reading

Tashkent, Uzbekistan (UzDaily.com) -- Legislative Chamber of Oliy Majlis of Uzbekistan passed a draft law “On mandatory insurance of civil liability of transporters” in the first reading.

The main idea of the draft law is to guarantee compensation for damage via insurance of the civil liability of the transporters.

In line with the Civil Code of Uzbekistan, the transporters are responsible for damage to health and life of passengers, their property, as well as loss and damage to luggage.

National legislation has no legal document, which regulates civil liability for damage to health of passengers and their property.

At the same time, insurance for damage to health of passengers is ensured with the law of Uzbekistan “On mandatory personal insurance of passengers of air, railway, internal water and automobile transport of general use”. The study of the law shows that it does not meets modern requirements.

The document will regulate relations in mandatory insurance of the civil responsibility of transporters for damaging health, life and property of passengers. The document clearly sets requirements to objects and subjects of mandatory insurance, as well as to transporters and insurers.

MPs underlined that adoption of the law will play key role in full implementation of rights and interests of the citizens.

The draft law was passed in the first reading taking into opinions of MPs. The corresponding committee was entrusted to prepare the law for the second reading.
