Draft Law on Improving the Civil Service Passed in First Reading

Tashkent, Uzbekistan (UzDaily.com) — The Legislative Chamber of the Oliy Majlis conceptually reviewed in the first reading a draft law on amendments and additions to several legislative acts aimed at improving the structure of the Administration of the President of the Republic of Uzbekistan and the civil service system.

The document was developed as part of wide-ranging reforms to create a compact, professional, and efficient system of public administration, strengthen the legal and organizational foundations of the civil service, and enhance the performance of government employees.

The draft law provides for the inclusion of employees from customs authorities, internal affairs bodies, the prosecutor’s office, the National Guard, and judges appointed by the order of the Administration head into the personnel reserve of the relevant agencies when transitioning to a new position.

It also establishes that individuals entering the civil service for the first time will sign a one-year employment contract. Completion of the “Entry into Civil Service” course, professional development courses, and the preparation of human resources documents and records will be conducted exclusively on the hrm.argos.uz platform.

During discussions, deputies raised questions about the significance and practical necessity of certain provisions. The initiators provided detailed explanations and addressed all comments.

The adoption of the draft law is intended to further enhance the effectiveness of administrative reforms, strengthen transparency and openness in the civil service system, and create dignified working conditions for employees of the judiciary, prosecutor’s office, customs authorities, internal affairs bodies, and the National Guard.

The draft law was approved by deputies in the first reading.
