Draft Law on Education published

Tashkent, Uzbekistan (UzDaily.com) -- The State Inspectorate for Quality Supervision of Education under the Cabinet of Ministers of the Republic of Uzbekistan has published a new draft law “On Education” for discussion.

The purpose of the document is to determine the legal foundations of education, upbringing, professional training of citizens in the Republic of Uzbekistan and the basic principles of state policy in the field of education, as well as ensuring the constitutional rights of everyone to education.

According to the document, the State guarantees everyone equal rights to receive education regardless of gender, race, nationality, language, religion, social origin, beliefs, personality, social status.

The right to education is guaranteed by the state:

  • the development of educational organizations;
  • supporting innovative activities and forms of educational programs with the use of innovative technologies in higher educational institutions;
  • determination of status and support of leading classical higher educational institutions;
  • the organization of training with a separation (full-time) and without separation (correspondence, evening, distance, dual) from production;
  • education in state education and training programs;
  • receiving free general secondary and secondary special education;
  • granting the right to citizens who have received education in the family or through self-education, as well as to persons who have not received full compulsory general secondary education for certification by externship in accredited educational institutions;
  • the formation of state orders for the training of personnel in educational institutions in accordance with the requirements of the labor market.

Citizens of foreign countries have the right to receive education in the Republic of Uzbekistan in accordance with international treaties and legislative acts.

Stateless persons permanently residing in the republic have equal rights with citizens of the Republic of Uzbekistan to receive education.

The education system of the Republic of Uzbekistan includes the following:

  • educational organizations that implement state educational standards, state educational requirements and educational programs or one of them;
  • individuals engaged in individual pedagogical activities (tutoring);
  • scientific and pedagogical institutions performing the research work necessary to ensure the functioning and development of the educational system;
  • government bodies in the field of education, as well as their subordinate organizations.

The education system of the Republic of Uzbekistan is unified and continuous.

Education in the Republic of Uzbekistan is implemented in the following types:

  • preschool education;
  • general secondary and specialized secondary education;
  • professional education;
  • higher education;
  • postgraduate education;
  • advanced training and retraining of personnel;
  • out-of-school education.

The draft law also defines the powers of the Cabinet of Ministers, ministries and departments, as well as local government bodies.
