Draft Law on Child Protection Returned to Committee for Revision
Tashkent, Uzbekistan (UzDaily.com) — On 17 December, deputies of the Legislative Chamber of the Oliy Majlis reviewed in the second reading a draft law aimed at improving the system of social protection for children, the press service of the lower house of parliament reported.
The document provides for administrative liability in cases of violence against children during their upbringing and education by individuals entrusted with these responsibilities in educational institutions.
Notaries are required to submit information to the “Inson” Social Services Centers regarding applications for adoption, the placement of children under guardianship or custodianship, as well as verification of the authenticity of signatures on such documents.
If a guardian or custodian intends to change their place of residence, including moving abroad, written permission from the guardianship authority is required, along with the consent of a child who has reached the age of 10. When considering cases involving the reduction of child support for children left without parental care, the participation of a representative from the “Inson” Center is mandatory.
The National Agency for Social Protection and its regional branches are exempt from paying state fees when recovering additional expenses for the restoration of a child’s health and rehabilitation from parents or individuals deprived of parental rights. It is also proposed to exempt from fees the registration of orphans and children left without parental care at the permanent residence of a guardian or foster parents.
During the discussions, deputies raised a number of comments and proposals for refining specific articles. The draft law was returned to the responsible committee for further revision.
