Development of national values begins with kindergartens

Tashkent, Uzbekistan (UzDaily.com) -- In the Legislative Chamber of the Oliy Majlis, deputies reviewed work in preschool educational institutions for raising children based on national and spiritual values.

At the event, organized by the initiative of the Milliy Tiklanish faction, the Minister of Preschool Education Agrepina Shin spoke.

The development of the system of preschool education, which is the main and at the same time the most important part of education, is constantly in the focus of attention of the head of our state. In order to reform and improve the system, a number of decrees and resolutions of the President of the country have been adopted.

In particular, the decree “On approval of the Concept of development of the system of preschool education of the Republic of Uzbekistan until 2030” to ensure greater coverage of children with preschool education, replenishment of preschool organizations with modern teaching materials and literature, attracting qualified personnel.

It was noted that in 2019, 6.1 trillion soums were allocated from the state budget for the development of preschool education. Thanks to the targeted and effective use of these funds, the coverage of children with preschool education from 37.7 percent in 2018 rose in the 1st quarter of 2020 to 54 percent.

Based on public-private partnerships, 692 non-governmental pre-school educational institutions for 59 097 places and 6 715 non-governmental pre-school educational organizations for 164 133 places were created.

Work is underway to implement the measures defined in the Decree of the Cabinet of Ministers “On the approval of the Concept of continuing spiritual education and measures for its implementation”

On the basis of the concept, methodological recommendations “Spirituality of a happy child” were developed and disseminated in all preschool organizations, aimed at spiritual education of children aged 3-7 years, their personal qualities, including managing emotions, increasing interest in national traditions.

The posters “The Great Scientists of Uzbekistan”, “State Holidays of the Republic of Uzbekistan”, “Ancient Cities”, “Composers of Uzbekistan”, “My Mahalla”, and “National Handicraft” were prepared for practical exercises. Also, in cooperation with the Agency of Information and Mass Communications under the Administration of the President of the Republic of Uzbekistan, an audio interpretation of Uzbek folk tales was created in the framework of the project “In my childhood”.

In addition, 2,000 children in 40 makhallas were covered by Aklvoy mobile preschool educational group, which was created on the basis of 16 converted buses for the healthy development of children in preschool and educational institutions in remote villages through spiritual and physical education. Given the effectiveness of this project, measures have been taken for its further implementation in other remote settlements.

For the systematic training of preschool children in collaboration with the National Television and Radio Company of Uzbekistan, an online program with video lessons “Ilk Kadam” and “Aklvoy” (100), which are posted on social networks as methodological assistance to parents, was developed.

In the current pandemic, online contests and sports are being organized to increase children’s interest in art and culture, visual arts and artistic creation so that they grow up healthy.

The work on increasing the potential and knowledge of educators of preschool educational organizations and their assistants was noted. Answering questions from deputies, the minister noted that over the past three years, the quota of admission to higher education in the country in the direction of "preschool education" has increased 2.5 times.

In order to train qualified personnel in 97 pedagogical colleges transferred to the Ministry of Preschool Education, starting from the 2020-2021 academic year, training will be organized in approximately 10 areas of education based on new state educational standards and curricula.

One of the main tasks of the Ministry is to prepare scientific and pedagogical personnel for preschool education, as well as to increase their scientific potential. In particular, 6 doctoral dissertations (PhD) were defended on the theme "Theory and specialization of the methods of preschool education and upbringing." In 2020, the Institute for Advanced Studies and Retraining received 5 doctoral students and more than 30 independent researchers.

Deputies were also interested in the work carried out by the Ministry to improve the quality of education in private preschool institutions.

According to the minister, the State First Step curriculum is also used in the educational process in private preschool organizations. It consists of annual, monthly and weekly topics that are aimed at raising children in accordance with our national spiritual values. Among them are the lessons “Uzbekistan is my Motherland”, “My city is my makhalla”, “Defender of the Fatherland Day”, “Folk customs and the holiday of Navruz”, “Our great scientists”.

Deputies on their issues made their proposals and recommendations. At the end of the Government Hour, it was decided to hold parliamentary oversight of work in this area.
