Tashkent, Uzbekistan (UzDaily.com) -- The Committee on Innovative Development, Information Policy and Information Technology of the Legislative Chamber of the Oliy Majlis announced the initiation of a parliamentary hearing aimed at fundamentally improving matters in the field of advertising.
The materials of the control and analytical activities of deputies, repeated appeals of entrepreneurs and citizens indicate the presence of a large number of unresolved problems in this area.
The national legislation of the advertising market does not meet the requirements of today, the technologies used and the ongoing business processes. First of all, this concerns the norms of the Law of the Republic of Uzbekistan “On Advertising” adopted more than 20 years ago, as well as other by-laws governing relations in this area.
The disordered and sometimes illegal activities of individual business entities and officials of authorized state bodies lead to the fact that the country’s budget does not receive huge amounts of money, the fundamental principles of fair competition are violated, and conditions for corruption are created. Until now, a clear system of state regulation of advertising has not been formed. There are no unified, open procedures for participation in advertising activities, registration and use of outdoor advertising, declaration of income received from advertising activities, etc.
Problems of the right to apply legislation on advertising negatively affect the state of the media market, issues of improving the material base of national media, and stimulating the work of journalists.
The Committee plans to deeply examine the state of affairs in advertising, to collect the opinion of the general public and the expert community. During the parliamentary hearing, it is planned to hear information and messages from the heads of the authorized state body in the field of advertising, khokimiyats of Tashkent and several other cities of the republic, representatives of business and civil society institutions.
The result of the work should be the adoption of a comprehensive plan of measures aimed at radically improving the state of affairs in the advertising field.
