Tashkent, Uzbekistan (UzDaily.com) -- As a result of the reforms carried out in the country, the measures for the prevention of crimes and offenses are being improved, which is reflected in the reduction of crime in the country. In order to increase work efficiency, modern methods and technologies are being introduced into this area. If we study foreign experience, we see that the disclosure of crimes using databases of genomic information is of great importance and effectiveness. But our country has not yet developed an appropriate legislative framework, a mechanism for obtaining, collecting, using genomic information.
On 11 June 2020, during the next plenary meeting of the Legislative Chamber of the Oliy Majlis, deputies in the first reading considered the draft law "On State Genomic Registration". The document is significant in that it is aimed at the legal regulation of relations in this area.
According to representatives of the people, criminals are using new ways and methods of committing crimes that do not leave traces. And this complicates the process of disclosing the crimes committed. The introduction of a mechanism for databases of genomic information contributes to the disclosure of the most complex, especially serious and unsolved cases, as well as finding persons missing and identifying the bodies found.
The draft law defines the authorized bodies, their rights and obligations in the field of state genomic registration, outlines the basic requirements for the collection, processing and protection of genomic information, regulates the procedure for conducting state genomic registration, as well as the receipt, recording, storage, use and destruction of biological material and genomic information.
It was noted that the adoption of the document will increase the detection of biological materials of crimes, strengthen the evidence base of the judicial investigative bodies.
After heated discussions, expressed opinions of factions of political parties, the draft law was conceptually adopted by deputies.
