Tashkent, Uzbekistan (UzDaily.com) - On 23 June, the regular plenary meeting of the Legislative Chamber of the Oliy Majlis was held.
First, the deputies decided a procedural issue. The time limit for plenary meetings in the mode of video conference, approved on 16 April in connection with the COVID-19 pandemic, was adjusted. Now, parliamentarians can also remotely adopt constitutional laws and make amendments and additions to them.
Then the bills were discussed. Among them are amendments providing for the following changes:
- to the Code of Administrative Responsibility - responsibility for environmental offenses will increase, and state environmental inspectors will receive the right to consider cases on behalf of the State Committee for Ecology and impose administrative penalties;
- to the laws “On the regulations of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan” and “On the procedure for preparing draft laws and submitting them to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan” - the subject of the right of legislative initiative (his representative) will be obliged to make a report and conceptually substantiate the draft during discussions , defend him in front of deputies;
- to the Law "On Parliamentary Control" and other legislative acts - the answer to the request of the deputy (senator) must be signed by the head in whose name he was sent;
- to the laws “On Joint Stock Companies and the Protection of Shareholders’ Rights” and “On the Securities Market”, as well as Economic Procedural Code - a shareholder owning at least 1% of the shares will receive the right to demand compensation for losses caused to the company by the inaction of its management. In addition, information on the company’s transactions with affiliates will be required to publish within 72 hours of its conclusion.
