Deputies from UzLiDeP offer to reduce tuition fees of universities

Tashkent, Uzbekistan (UzDaily.com) -- Deputies of the Legislative Chamber of the Oliy Majlis of Uzbekistan, members of the faction of the Liberal Democratic Party (UzLiDeP) Abdurashid Abdukodirov and Rasul Kusherbayev proposed to reduce tuition fees of the universities, including reducing or refusing stipends.

Deputies noted that the "freezing" of tuition fees in 2017-2018 was a great relief for students and their parents. Deputies said that it is clear that it is impossible to freeze tuition fee annually as the prices and salaries are increasing.

They offered to reduce costs and establish a differentiated tuition fees depending on the points, collected by prospective students in entrance exams.

Deputies from UzLiDeP proposed to reduce or cancel the scholarship, which occupies the bulk of the contract amount.

The total quota for admission of bachelors for the 2018/2019 academic year is 69,200 people (17,654 based on scholarships, 51,546 - on a paid basis).

The deputies stressed that 17,654 students are studying at the expense of the budget, and students, including those who scored a few points less, are forced to pay the contract for four years and the amount of the contract increases every year.

Abdurashid Abdukodirov and Rasul Kusherbayev offered to provide state grants to 8304 best students out of 69.2 thousand (12%).

In their view, 8304 can pay 45% of the contract, the next 8304 students - 60% of the contract, another 12% - 85% of the contract, and the remaining 52% or 35984 students - 100% of the contract price.

They calculated that a large number of students could receive a substantial discount. At the same time, the number of students who will pay for the contract will grow by 214 students and the volume of additional revenues will be about 1.8 billion soums.

They also suggested, at the request of the student, to deduct the amount of the stipend during the holidays and to limit the stipendto the one minimal size of salary.

This will allow reducing the amount of the contract by 1.7-5.3 million soums, and with complete abolishment of stipends, the value of the contract would not exceed 1.5-2 million soums, the deputies emphasized.
