Criteria for Comprehensive State Accreditation of Universities Approved
Tashkent, Uzbekistan (UzDaily.com) — The Ministry of Justice of Uzbekistan has registered the indicators for evaluation criteria used in the comprehensive state accreditation of higher education institutions (registration No. 3732, 23 December 2025).
According to Article 58 of the Law “On Education,” both public and private organizations engaged in higher education must undergo comprehensive state accreditation to ensure compliance with national educational standards, requirements, and the implemented educational programs.
The departmental document establishes 271 evaluation indicators applied across 47 criteria covering eight main areas of higher education institution activities.
Indicators are assessed on a “compliant” or “non-compliant” basis and are divided into two categories:
Mandatory — 19 indicators (7%), including access to indexed scientific databases, implementation of anti-plagiarism systems, and others;
General — 252 indicators (93%), such as recognition of outstanding tutors, organization of student startup competitions, and the encouragement of innovative ideas, among other measures.
Thresholds for compliance are set as follows:
Less than 50% of indicators met — the criterion is considered “non-compliant”;
50–70% of indicators met — “partially compliant”;
70% or more indicators met — “compliant.”
It is specifically emphasized that if even one mandatory indicator is assessed as “non-compliant,” the corresponding criterion is automatically deemed non-compliant, regardless of the overall evaluation results.
