CPI in Uzbekistan for October 2025: Food Inflation Accelerates, Price Growth for Services Slows

Tashkent, Uzbekistan (UzDaily.com) — In October 2025, Uzbekistan’s consolidated Consumer Price Index (CPI) amounted to 100.6% for the month, 105.7% compared to December 2024, and 107.8% year-on-year, according to the National Committee of Statistics.

For comparison, in October 2024, the consolidated CPI was 100.8% for the month, 107.7% since December 2023, and 110.2% year-on-year. The average monthly CPI growth for January–October 2025 was 0.6%, down from 0.7% for the same period in 2024.

Excluding fruit and vegetable prices, the monthly CPI was 100.5% (100.7% in October 2024), 107.2% for January–October 2025 (compared to 110.5% a year earlier), and 108.6% year-on-year (112.2% in October 2024).

In the category “Food and Non-Alcoholic Beverages,” prices rose for eggs (+4.1%), bone-in beef (+1.7%), boneless beef and lamb (+1.6% each), milk (+1.2%), and vegetable oils (+0.8%).

At the same time, prices decreased for rice and rice grits (-2.5%), sugar (-3.1%), poultry meat (excluding drumsticks) (-1.0%), chicken drumsticks and legs (-0.4%). Among fruits and vegetables, tomatoes (+61.0%), cucumbers (+58.2%), eggplants (+11.3%), and bell peppers (+10.6%) saw the highest increases, while lemons (-9.9%), carrots (-5.7%), cabbage (-5.4%), onions (-5.3%), and potatoes (-2.0%) declined in price.

In the “Housing, Water, Electricity, Gas and Other Fuels” category, tariffs were raised in some regions for waste disposal, hot water, and heating services from October 2025. The respective monthly CPI indices were 104.3%, 101.3%, and 102.7%. Materials for housing maintenance and repair increased by 0.5%.

In “Healthcare,” medicine prices rose by 0.4%, inpatient and outpatient treatment services by 0.3% and 0.2%, and other health-related services by 0.3%.

In “Transport,” the CPI for gasoline was 101.5% for the month and 107.4% since the start of the year. Gasoline prices varied by type: AI-80 — 8,400–9,700 soums per liter, AI-91 and AI-92 — 10,500–13,700 soums, AI-95 and AI-98 — 12,000–18,000 soums, AI-100 — up to 20,500 soums. Average prices for AI-80 rose by 1.6%, AI-91 by 0.2%, AI-92 remained unchanged, AI-95 increased by 0.6%, AI-98 decreased by 0.5%, and AI-100 rose by 2.3%. AI-92 accounted for 54.2% of total sales.

The CPI for propane increased by 3.3%, while methane prices remained almost unchanged (+0.1%). Ticket prices for suburban trains in Tashkent and its region rose by 2.5%, urban buses by 1.7%, and intercity buses by 1.1%. Airfares fell by 3.5%, while long-distance train fares increased by 0.2%.

In “Education,” tutor services rose by 1.1%, language courses by 0.5%, and private kindergartens by 0.4%. In “Restaurants and Hotels,” food service prices increased by 0.5–0.7%, while hotel prices remained relatively stable.

In “Insurance and Financial Services,” fees for money transfers decreased by 1.9%, while electronic transfers rose by 2.7%. In “Household Goods and Services, Miscellaneous Goods and Services,” the short-term CPI ranged from 99.8% (baby diapers) to 105.0% (wedding rings).

The most significant slowdown in price growth for January–October 2025 compared to the previous year was recorded in “Housing, Water, Electricity, Gas and Other Fuels” (116.1% vs. 137.0%), “Healthcare” (105.1% vs. 118.9%), and “Education” (104.8% vs. 113.3%).

In October 2025, the annual CPI ranged from 99.6% (“Insurance and Financial Services”) to 117.1% (“Housing, Water, Electricity, Gas and Other Fuels”). Food inflation, however, accelerated, with the annual CPI for “Food and Non-Alcoholic Beverages” reaching 105.8% compared to 101.7% in October 2024.

The average national CPI in October 2025 was exceeded in the Republic of Karakalpakstan, Bukhara, Surkhandarya, Syrdarya, and Ferghana regions. The CPI for goods was 100.7% for the month, 103.6% since the beginning of the year, and 105.8% year-on-year. The CPI for food products stood at 100.9%, 103.0%, and 105.9%, respectively. For non-food products, the index was 100.4%, 104.4%, and 105.8%. For services, it reached 100.3%, 112.7%, and 114.4%.

The largest contribution to short-term CPI growth in October 2025 came from “Food and Non-Alcoholic Beverages” (+0.38 percentage points, accounting for 65.5% of total influence). Price increases in “Housing, Water, Electricity, Gas and Other Fuels” and “Household Goods and Services” added 0.11 percentage points, while other categories contributed 0.09 percentage points.

From January to October 2025, the main drivers of CPI growth were “Housing, Water, Electricity, Gas and Other Fuels,” “Food and Non-Alcoholic Beverages,” “Transport,” “Household Goods and Services,” and “Healthcare” (a combined +4.80 percentage points, or about 84.8% of total growth).
