Constituency boundaries will change

Tashkent, Uzbekistan (UzDaily.com) - On 19 May, during a regular plenary meeting of the Legislative Chamber of the Oliy Majlis, representatives of the people in the second reading considered the draft law “On the administrative-territorial structure of the Republic of Uzbekistan”.

It was noted that the document defines the main aspects of the administrative-territorial structure of the Republic of Uzbekistan. It also sets the powers of bodies implementing state regulation of the administrative-territorial structure.

In preparing the bill for second reading, the responsible committee, together with interested state bodies, introduced relevant amendments and additions to it in accordance with the requirements of legislative technology.

In particular, the article “Basic Concepts” discloses the content of concepts used in two or more norms.

Also, the norms “Changing the boundaries of districts, cities subordinate to the Republic of Karakalpakstan”, changing the boundaries of districts and cities of regional subordination were introduced into the project.

It is not by chance that a separate article “Assigning cities to the category of cities of republican subordination” was singled out. Since the Decree of the President of the country of June 4, 2019 defines the category of cities of republican subordination. In the draft law, norms for this category of cities did not exist in the previous law.

A heated discussion was caused by an article on changing the boundaries of constituencies in solving administrative-territorial issues. According to deputies, as a result of changing the boundaries of constituencies, the territory of elected deputies will also partially change. Due to the fact that this norm is not reflected in practice and other documents, the corresponding article is included in this bill.

During the discussions, it was noted that the document was considered by the factions, committees of the Legislative Chamber and the Institute of Legislation and Parliamentary Studies under the Oliy Majlis, whose proposals and recommendations were taken into account.

The draft law has been adopted and will be sent to the Senate.
