Concept of labor rationing to be developed in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) -- A Government Resolution “On additional measures to further improve the system for the development of professional qualifications and knowledge” was adopted.

The resolution approved:

Structure of the Institute for Labor Market Research under the Ministry of Employment and Labor Relations and the Regulation on the Institute;

- Model regulation on sectoral councils for the development of professional skills and knowledge;

- Model Regulations on the Qualification Assessment Center.

- The activities of the labor institute are financed from the state Employment Promotion Fund and other sources not prohibited by legislative acts.

According to the Resolution, by 31 December 2021, the following will be developed:

- the concept of labor rationing in Uzbekistan, which meets the requirements of a modern market economy;

- practical measures to form a mechanism for strategic management of the system for the development of professional qualifications and knowledge. 

From 1 November  2021, the Labor Institute will be formed and supported, including:

- a system for assessing the need for qualified personnel and a database of professional standards and independent assessment;

- a unified database of professions in high demand during labor migration.

In accordance with the Resolution, a Center for the study and resolution of labor disputes and appeals that do not have the status of a legal entity was also created in the system of the State Labor Inspectorate under the Main Employment Department of the city of Tashkent, in an experimental and trial manner.
