Competition Committee Uncovers Procurement Violations Totaling Over 16.4 Billion Soums
Tashkent, Uzbekistan (UzDaily.com) — The Competition Committee of the Republic of Uzbekistan has identified violations in public procurement amounting to more than 16.4 billion soums and has taken appropriate enforcement measures.
In the course of monitoring and analyzing incoming complaints, the Committee's regional bodies recorded instances of conduct that restricts or could potentially restrict competition, in violation of Article 29 of the Law "On Competition."
Violations were recorded across several regions of the country. In Andijan Region, the case involved Music School No. 3 in the city of Andijan, amounting to 320 million soums. In Jizzakh Region, violations were identified at the Department of Landscaping and Maintenance of Parks and Gardens under the Jizzakh City Hokimiyat, totaling more than 370 million soums, and at the Beautification Department of Mirzachul District for 30 million soums.
In Namangan Region, violations were recorded at the Mingbulok Agrotechnology Technical College for 250 million soums; in Navoi Region, at the Beautification Department of Navbahor District for 55 million soums; and in Kashkadarya Region, at the branch of the Republican Specialized Scientific and Practical Medical Center for Mental Health's psychiatric service for approximately 500 million soums.
In Syrdarya Region, the Beautification Department of Gulistan District was found in violation for around 300 million soums; in Surkhandarya Region, violations were recorded at Polytechnic College No. 1 of Uzun District for 250 million soums and at the Sanitary-Epidemiological Safety and Public Health Department for 200 million soums.
In Khorezm Region, seven procurement cases were identified involving the Preschool and School Education Department of Khazarasp District, totaling more than 1.1 billion soums. In Tashkent, violations were recorded at the state institution National Institute of Metrology of Uzbekistan, amounting to over 13.1 billion soums.
In response to the identified cases, the Committee's regional bodies initiated proceedings against the contracting entities on grounds of suspected legal violations, applied the prescribed enforcement measures, and issued binding instructions to remedy the violations and prevent their recurrence.
