Competition Committee Identifies Violations in Public Procurement Worth 9.2 Billion Soums
Tashkent, Uzbekistan (UzDaily.com) — In Uzbekistan, public procurement violations totaling over 9.2 billion soums have been identified, prompting the adoption of appropriate enforcement measures.
Territorial offices of the Competition Committee continuously monitor procurement processes and review citizens’ complaints. During inspections, multiple instances of legislation breaches were uncovered, leading to the implementation of corrective actions.
In Namangan region, the Mingbulok district branch of the Uzbekistan Mahalla Association conducted procurement amounting to 376 million soums. In Kashkadarya region, the Guzar district public utilities department carried out purchases totaling approximately 1.2 billion soums, while the unitary enterprise «Shakhrisabz District Road Utilization» conducted procurement for 491 million soums.
In the Republic of Karakalpakstan, violations were detected in the Shumanoya public utilities department for 28 million soums, at the women’s boarding school «Nukus Muruvvat» for 893 million soums, and at the branch of the State Scientific and Design Institute «Uzdavyerloyiha» for over 1 billion soums.
In Samarkand region, the regional multidisciplinary children’s medical center conducted procurement for 215 million soums, and in Syrdarya region, the waste management directorate carried out purchases for 180 million soums.
In Surkhandarya region, the branch of the Republican Center for Forensic Medical Examination executed procurement for 120 million soums, the Angor district education department for approximately 1.8 billion soums, and the Termiz district education department for 50 million soums.
In Khorezm region, the specialized boarding school in Khiva purchased goods and services for 1.9 billion soums. In Tashkent region, JSC «UZBEKISTON TECHNOLOGICAL METALS COMBINE» conducted three procurements, each exceeding 1 billion soums.
Inspections of auctions to select the best proposals revealed that in several cases the requirements of Article 29 of the Law «On Competition» were violated, indicating actions that restrict or may restrict competition. Consequently, territorial offices of the Committee, in coordination with the Special Commission, initiated proceedings against the procuring entities, resulting in the application of enforcement measures. Mandatory instructions were also issued to eliminate violations and prevent similar cases in the future.
The Competition Committee emphasizes that ensuring legality in public procurement and creating equal conditions for competition are priority tasks. Preventing violations contributes to the efficient and transparent use of public funds and fosters an open and fair competitive market for entrepreneurs.
