Central Bank of Uzbekistan Submits Findings on Humans to Tashkent Police

Tashkent, Uzbekistan (UzDaily.com) — The Central Bank of Uzbekistan has completed an inspection related to the operations of Humans and has transferred the collected materials to the Tashkent City Main Department of Internal Affairs (GUVD) for legal assessment, the regulator’s press service reported.

The inspection was conducted at the Octagram payment organization, which provided payment services to Humans. By the order of the Central Bank, a special working group was established within Octagram to carry out a comprehensive audit.

Based on the results, the materials were sent to the Tashkent police for review in accordance with the law and to take appropriate measures.

Currently, the situation involving Humans is under investigation by the capital’s law enforcement authorities. The Central Bank has also recommended that citizens affected by the incident contact law enforcement agencies.

As previously reported, between 4 and 8 December 2025, some users of the Humans service experienced two waves of fraudulent deductions from their bank cards. On the morning of 8 December, the Central Bank began receiving complaints from citizens regarding unauthorized transactions conducted via the Humans app.

In response, the regulator instructed the Paylov payment service to suspend P2P transfers to ensure security requirements and prevent further potential losses. By 9 December, all payment operations through Humans were fully halted.

Humans stated that the vulnerability enabling unauthorized deductions was located in the technical framework of its partner, Paylov, which is owned by Octagram. Octagram, in turn, denied the presence of a “technical vulnerability” that caused the incidents.

It is noted that on 6 December, Octagram staff alerted Humans representatives about suspicious transactions, leading to a temporary suspension of operations. On 7 December, Humans sent an official letter to Octagram outlining measures taken to prevent fraudulent activity and requesting the resumption of payments.
